2.             MINUTES OF PREVIOUS MEETING
Correction to previous minutes; Jackie McKenzie should read Jackie Mackenzie, correspondence from Scottish Government Community Policy should read Scottish Government Community Policing and email addresses in contact details are to be updated.

Approval of the minutes of the meeting of 11 March 2008 were proposed by Nick Walker and seconded by Margie Stewart.

3.             POLICE REPORT
                There were 5 crimes / offences reported – 2 thefts of plant at cycle track works, 1 theft of a trailer, 1               vandalism (detected), 1 fire raising.
                Matters Discussed

  • Mounted police can attend the Fete, operational demands permitting
  • Notification of recent changes to police shift patterns.
  • Information given on change to police ‘resource allocation model’ due in May 2008.  The change will mean a reduction in police numbers in this area, from 15 to 8 officers.  Exactly how the role of community police officers will change is not yet clear.  Concerns raised on this matter will be raised with the officer in charge.
  • HCC express appreciation for the work of PC Tracy Knox McLean and wished her well in her new deployment.

               
4.             MATTER ARISING

  • Scottish Parliament request for views on Community Policing - Members will be emailed with details.  Comments to be returned to NW as soon as possible
  • Consultation on ASCC – This was completed on behalf of HCC and returned.  Copy available from the Secretary.  Individuals were also invited to respond.
  • ENVIRONMENTAL

        Update from Andy Summers

  • Park proposals - Date of meeting between interested parties has been arranged for 22 April 2008 at the pavilion at 10am.
  • Pavilion demolition – this can be done and will be discussed at the park proposals meeting.
  • Christmas lights power capacity – HCC are considering funding an increased number of light strings at the Triangle and seek advice on the current capacity of the power supply. AS will investigate this matter.
  • Storm damage to trees at the park – concerns had been raised on the safety of some of the damaged trees but upon investigation Environmental Services had concluded that there was no imminent danger.  One tree in particular is causing concern and AS undertook to review the matter.
  • Brown Bin collection – notification leaflets have now been distributed.  The first collection this season will be on Friday 11 April with two weekly collections thereafter.
  • George Street bins – letters have been sent to residents regarding the bins being left out and causing obstruction.  AS will monitor the situation.
  • Grass cutting – concerns had been raised about grass not being picked up after grass cutting at both the Triangle and the Village Hall.  AS advised that cuttings should now be getting picked up and this was welcomed by the HCC.   AS also advised that the verges going out of the village will also now be cut.
  • Village Clean up – a request for the council to clear the rubbish accumulated at the village exits before the village clean up had been made but there was insufficient time for this activity.  AS advised that the Council will tackle these areas in future.  Midton Road, the park and the village exits were identified as areas worthy of the Council’s attention.  AS indicated that a change of Council policy on enforcement against littering and dog fouling is expected shortly.  HCC requested a bigger skip for next year.
  • AS will provide next update by email.  Next attendance will be the Oct 2008 meeting.

 

 

ENVIRONMENTAL Cont..
Other Environmental Matters Raised

  • Hedging overhanging between Howwood Main Street east and bend before Midton Road is causing obstruction – AS to investigate
  • Incidence of bin not being emptied at Main Street was reported
  • Village Clean up days – poor turn out on the Saturday possibly as a result of wet weather.  Sunday saw around 12 people.  Chair thanked all who attended with special thanks to Councillors Hood and McMillan, Howwood Inn and Brian Young for transport. 
  • Garden Competition – Howwood Wildlife and Woodland will organise a garden competition on behalf of HCC.  There will be two categories 1) for children “design a garden” which will be judged at the fete.  Details will be made available to the school. 2) for adults ‘best garden’ judging will take pace in August.  Registration forms and details will be ready for the run up to the fete.  There will be a 3 person judging panel including Councillor John Hood.
  • Core Path Plan latest booklet has been received from the Access Officer.  This version included previous feedback from HCC.  Copy available from the Secretary.
  • Access from Station Road to Garthland Bridge is the missing link between Howwood and the cycle path.  Looking for update on this matter from Scott Allan.
  • Concern raised at the danger of joining the cycle path from Howwood caused by poor access and speeding traffic from Garthland Bridge to cycle track.    Details will be put in writing.

6.             PLANNING

  • Nothing of interest advised.
  • Carsewood site – no further information available

7.             COUNCILLORS ISSUES

  • Cllr T McG - Village Hall Football ban impact upon Sports and Hobbies Group. In common with similar premises throughout Renfrewshire a ban on football in the hall was implemented by Renfrewshire Council after the recent Village Hall refurbishment.   It is understood that a trial period using lighter balls for games will take place over a 6 week period.  As with all users of public property the Group will be liable for any damage to property.    Cllr TMcG will advise outcome of the trail.  Cllr TMcG also advised that she had attended a site visit with Scott Allan regarding the pot holes in and around the village
  • Cllr IMcM - provided an update on revised duties for Neighbourhood Wardens which will include some enforcement activity.  There was welcome news that the current demarcation between litter pickers and grass cutters has been removed.  This should result in better service.   Cllr IMcM also advised that the HCC will receive an invitation to attend the inaugural meeting of the new Local Area Committee due to be held at Johnstone Town Hall on 5 June 2008.  It is hoped that the meetings will be spread throughout the area and will not just be held in Johnstone.
  • Cllr JH thanked HCC for their good wishes whilst he was off work and looks forward to getting back on board.
  • Other Matters Raised
    • Speeding through the village was again raised as a matter of concern.

8.             CORRESPONDENCE

  • Senior Citizens voucher / outing scheme.  Information received about the annual £22 given to those who are 70 or about to be 70.  The money can be given as a voucher, a trip or as money off Council Tax bill.  Details available from the Post Office.
  • CCTV – petition to the Scottish Parliament.  There is an e-petition about CCTV the details are available through this link,   http://epetitions.scottish.parliament.uk/view_petition.asp?PetitionID=228
  • Consultation on Local Area Committees – HCC wanted to be represented at the meetings and this has now been agreed.  Documentation has been received and is available from the Secretary
  • Postwatch Newsletter.  Announcement regarding local post office closures is expected in June 2008.  Copy of the newsletter is available from the Secretary

 

9.             AOCB

  • Fete 21 June 2008     
    • Glasgow Windband Concert will be held in Howwood Parish Church on Friday 13 June 2008 at 7:30 pm
    • Raffle tickets need to be printed but this has been delayed due to licence from Renfrewshire Council being outstanding since application in Dec 2007.  Cllr JH to assist.
    • Raffle prize for EXscape voucher for £100 has been agreed.
    • Kilbarchan Pipe Band still be to confirmed for a slot between 2 – 3pm
    • Show people will provide slides and games, candy floss and snack bar.
    • Ice cream van still to be arranged
    • There  is sufficient details to draft the flyers
    • Mounted police can attend, operational matters permitting
    • Stalls progressing, update expected later this month.

 

AOCB Cont…

  • Data Protection Act
    • NW provided information on the DPA requirement.  Conclusion is that CCs will have to register.   A letter is to follow from the Council.   A data controller needs to be appointed but the legal liability upon this person needs to be considered as will the insurance cover provision.  In addition there is an annual fee for registration of £35 which needs to be met but this will not be covered by the annual administration grant provided by the Council.
    • Discussion on who is best placed to be data controller.  A working group meeting to be arranged to discuss the matter further.
  • Village Survey 2008
    • NW provided an overview of the surveys received to date.   Final results will be complied over the coming weeks.

Thereafter, second Tuesday monthly – 10 June 2008, 8 July 2008, 12 August 2008 etc.

2.             MINUTES OF PREVIOUS MEETING
As it had only just come to light that the minutes had not been circulated by Renfrewshire Council a copy was circulated to the meeting and time given for consideration.  The minutes were approved for adoption by Bill David and seconded by Linda Smith.  Douglas Paxton agreed to email the council to ensure that minutes were sent out to all.

3.             POLICE REPORT
The report for December was not available and agreement to carry forward however it was reported that there was nothing significant recorded.

                For January there were 5 reports.

  • One of Copper stolen
  • One drink related
  • One act of vandalism
  • One theft of copper
  • One major drugs/recovery and reported in the press.

It was again reinforced that anything suspicious should be reported to the police.

4.             MATTERS ARISING

  • Storage, issue now resolved with an area now being made available with the Village Hall.  Bill David will be looking for help shortly to tidy up the equipment prior to transferring to the Hall.
  • Scottish Evening  -  Costs so far of £538.35.  Entertainers were very pleased to be treated as part of the audience and would be delighted to participate in the future.  19 prizes left over for the fete.  Agreed to have a pre meeting in future to sort out timings etc.  Donation from Trish Godman was to be reserved for the fete.  Consideration to be given for numbers to be put on prizes and for tickets to be given out during the evening with prizes collected at the end of the night.  Thanks given to the Councillors for their attendance on the night.  Excellent feedback received from those attending.
  • Tobacco Sales  -  Nick Walker has responded on behalf of the Community Council.
  • Data Protection  -  awaiting update following on from planned meeting between the Data Commissioner and the Scottish Government.
  • Energy Efficiency  -  Good feedback from those attending however attendance was poor.

5.             SCOTT ALLAN

  • Speedwatch  -  6 units are due to be received in March.  HCC is a priority and a visit from the Road Safety team and training will be organised.  Scott Allan will bring the equipment to his next visit.
  • Traffic orders  -  Kilknowe Cottages and outside new village shop.  There have been delays in getting these out and an update will be given at his next meeting.
  • Bowfield Road/Hill Road – speed table being proposed however there is still a funding issue.  There will however still be a sight line issue.
  • Main Road past the church  -  this has now been attended to.  There was a can in the drain.
  • Crossing near village shop  -  this is a possibility however a survey would be required but it was noted that this is likely to show lower figures than necessary to justify a crossing.
  • Letter from Douglas Alexander  -  double yellow lines outside Railway Inn.  Further checking to be done in particular the sight line.  It was thought that the lines would be on the Dreadnought side of the road.
  • Parking around the triangle  -  as this only pushes the problem elsewhere a smaller group to look into the issue is to be organised.  This will also address the previous point.
  • Flooding at bottom of Bowfield Road   -   notice has now been served on the landowner.
  • Pavement from Station to layby  -  this issue will require a traffic management project first.
  • Renfrew Town Centre  -  works will be completed by the end of May.
  • Road Head Roundabout  -  running late but convoy traffic still planned for a total of two weeks but will be publicised by the contractor in advance.
  • Recent death on A737.  This is a Scottish Government road and report is now with them.  It was reported that road markings were poor.
  • Flooding outside ‘Freds’ shop to be carried forward.
  • Belltrees Road  -  in a poor state and vehicles speeding.
  • Scott to attend meeting on 13th May.

6.             PLANNING

  • Licencing application   -  email has been sent to the Scottish NHS stating no objections by Community

                                                                          Council for a pharmacy.
                                                              - Alcohol licence application for new village shop supported.  The main  reason being the ability to purchases alcohol in the evenings.

7.             COUNCILLORS ISSUES

  • Letters due to go out to the Residents of George Street.  Linda Smith to check out if bins are being collected.
  • Thursday 14th is the budget day for Renfrewshire Council.
  • Possibility of grants to assist in the lighting of the triangle.

8.             CORRESPONDENCE

  • Local Healthcare Bill  -  comments back to Nick Walker by 7th March.
  • NHS GGC Website focus group  -  looking for volunteers.

2.             MINUTES OF PREVIOUS MEETING
Approval of the minutes of the meeting of 11 December 2007 were proposed by Grace Weir and seconded by Norma David.

3.             POLICE REPORT
                There being no police presence the report was deferred to the next meeting.

4.             INPUT FROM ANDY SUMMERS

  • Andy agreed to attend future meetings on a quarterly basis.
  • Will look to have the hedge on the main road close to the station cut back.
  • Difficulty with getting access to water pumping station at the back of Mayfield Crescent due to overgrowth and this will be addressed.
  • Triangle fencing – hope to have repaired by the end of January.
  • Grass cutting in particular at the triangle – Andy to look into.
  • Village daily sweeping will continue.
  • Lighting of the centre of the triangle – Andy will look into using existing lighting poles for this.
  • George Street bins – issue now with Andy.
  • Park proposals – Renfrewshire Council are happy to support any proposals.  Match funding could be possible.  Possibility of upgrading Pavilion, paths and the inclusion of a MUGA.  Andy agreed to assist with looking at what could be accommodated on the site, including a MUGA.  Football field will remain.  Survey to be included in the next newsletter as to what is being looked for. Council happy to host a workshop to include as many groups as possible.
  • Recycling bins – lessons learned regarding confusion caused over Christmas break.

5.             ENVIRONMENTAL

  • Councillor McGee is looking into the possibility of a pavement between the Station and the lay-by.
  • SRANI Walk – new route round the Temple to the cycle track.
  • Village clean up – 29/30th of March, 13:00 both days, meet at village hall car park.
  • Garden competition – HWW to organise with the CC to underwrite the cost of any prizes.  RC will assist where appropriate.  Approval given to grant up to £50 towards prizes.

6.             MATTERS ARISING

  • Storage – now becoming urgent, need by end of March.  Council cannot help.  Potential short term storage within the ex doctors surgery in the village hall – agreed to speak to Margaret before speaking to the Town Hall.  Councillors were ok with this, they currently use the room as a surgery.  Costs to be sought for the purchase of a garage.

7.             SCOTTISH EVENING

  • 9th February starting at 6.30 with food being served at 7.15.  Dancing pre meal with Fiddle band to follow.  Councillors, Minister and Priest to be invited to attend.
  • Norma David will look after prizes – anything available to her asap.
  • Meeting at hall on the day at 11:00 to organise decoration.
  • Friday evening for potato and neep preparation 8:00pm à
  • Grace Weir to organise gateau, plates and cutlery.

8.             INFO –WEB

  • Stats for last quarter show an average of 9.3k hits per month slightly down on last year.
  • Site being re formatted – new front page issued.
  • Newsletter due to be sent out mid March – village clean up, fete and garden Competition to be advertised.
  • HWW Walk 5th January – 5 (including 1 new resident to the village) completed a walk to the Temple despite poor weather conditions.

9.             PLANNING

  • No issues of note.

10.          COUNCILLORS ISSUES

  • Gas compound – area now flattened.
  • Budgets will be announced mid February.
  • Issues with village regarding state of council houses – national targets to be reached by 2015 – this will be challenging.

11.          CORRESPONDENCE

  • Polling station – Ratified December.
  • Wind farm – update from action group with AW.

12.          AOCB

  • Decentralisation – agreed to submit as drafted.  AW/NW to attend CC Forum on 21 January.
  • Tobacco sale licencing – details to be sent out to all for feedback.
  • Fete duties as last year.

  • Agreed to fund up to £350 for attractions and £100 for top prize in raffle.
  • For future reference all asked to keep a note of the time spent on pre fete works.
  • All to help on the day.
  • DPA still subject to debate and agreed to wait for guidance from Renfrewshire Council.
  • Energy Efficiency advice centre – Meeting to be held Tuesday 15th January at 20:00 in the School Hall.
  • Use of Church Hall – agreed to donate £20 to the Church.
