MINUTES OF PREVIOUS MEETING
The Minutes of the 13.12.2005 meeting were adopted – Proposed by Andrew Wilson and Seconded by Grace Weir

POLICE REPORT
• Crime figures for December 2005
• Howwood - 1 attempted theft, 1 vandalism
• Outlying – 2 break-ins at farms – Bridesmill Road and 1 malicious mischief – Bowfield Road
• Points Raised
• It was noted that the bus shelter on Beith Road has been vandalised but it was stated that these are normally only reported to Ad shell or Renfrewshire Council.
• No further witnesses have come forward regarding the vandalism to the steps from Beith Road up into the play park. An estimate of the damage caused is quoted at £2k to £3k
• With regard to police attendance at this years Fete, HCC have been advised to write to the Community Police Sergeant for confirmation, although it was stated that there should be no problems in having a police presence again this year.
• Howwood Primary School was cited as a good example of efforts to curb vandalism as practically no vandalism has occurred there compared to other schools around the area.

SCOTTISH EVENING
• Village Hall has been booked for the Scottish Evening on 25 February 2006. Guests to arrive 6:45 for 7pm
• Cost of band is £150 and HCC agreed funding. This will be the same band as last year
• Karen Lafferty has kindly agreed to be part of the entertainment at this event with other attractions including various singers and dancers. The school will also be approached to see if they wish any involvement with the children.
• Craig Crawford has kindly noted the date for transport duties and will begin collecting people at 6:15pm
• Tickets should be available by the end of January 2006
• Advertising is being sought for inclusion in the programme of events. All suggestions to BD
• Any donations towards Raffle prizes to BD, AW or LS at the Post Office

FETE
• Confirmed date is Saturday 17 June 2006
• Provisional booking made for Bouncy Castle, medium slide and Jungle run
• Suggested attractions were discussed, these included Muirshiel crafts demonstration participation by Hessilhead Wildlife Rescue Trust, Fire Brigade and a dog agility demonstration.
• Muirshiel and Hessilhead are still to be investigated and AW will also contact the Fire Brigade regarding their participation.
• Phil McFadden will be approached with regard to organising a football competition again this year
• AW to book school asap.

ROADS
• Parking At Station Road / Main Street
• Final plan of alternative solutions from RC is still outstanding after many months. Further reminder was sent to Roads Dept. but there has still been no reply.
• Road Condition and Markings Between Spateston and Howwood
• Roads advised they were investigating this matter. However as no update has been received Secretary sent a reminder. There has still been no reply.
• Midton Road junction with Bowfield Road
• Scottish Water are aware of the burst water main in this area but, as there is now a Health and Safety issue with regard to icing, Roads Dept. have also been notified.
• Bowfield Road
• The wall at the bottom of Bowfield Road is in a bad state of repair and now constitutes a Health and Safety hazard. HCC to contact RC.
• A copy of a letter from Alistair Campbell to RC has been received by HCC. This letter reiterates the bad state of repair of the Hedging and pavements. HCC to contact RC supporting the comments made in the letter from Alistair Campbell.

ROADS Cont.
• Speeding
• It was suggested that we should have automating speed-warning notices at each end of the Main Road to curb speeding drivers. HCC had previously been advised that these are considered to be ineffective but it was noted that more of these warnings are appearing on roads in various areas and, in particular, around Bridge of Weir and Houston.
• HCC will contact Bridge of Weir Community Council to ascertain how they obtained the warning notices around their area.
• The Community Police Officer also confirmed that speed monitoring would continue to be carried out in the Howwood area.

PLANNING
• Wind Farm Between Lochwinnoch and Kilbirnie – Ladymoor Development
• Plans for a Wind Farm were intimated. The output of Wind Farm is said to be equivalent of 94% of domestic consumption of Glasgow.
• HCC have asked Lochwinnoch CC if they will invite HCC along to any public meetings on this matter.
• There has been no response to date.
• Carsewood House Area
• No update on planning application
• Applications
• No new applications at this time

ENVIRONMENT
• LloydsTSB Community Grant
• AW outlined details of the above Scheme and how this might tie in to the repair of the steps from Beith Road up into the play park and also provide a path from the top of these steps to the steps at Midton Road.
• Dependant upon estimates of costs involved this approach could be tried in conjunction with RC and Howwood Wildlife and Woodlands Group.
• Dog Bins
• A dog bin within the park area has recently been removed. Secretary has been advised that this bin will be replaced.
• Fly Tipping
• Instance of fly tipping at Garthland Bridge area was noted. RC will investigate who owns the land in question. The fly tipping has been reported but there has been no action so far.
• Village Spring Clean
• This is usually carried out during the first weekend of April but HCC has agreed that it will now be carried out on the weekend of 25/26 March 2006
• Volunteers to meet at the Village Hall Car Park at 10am and 2pm on the Saturday and at 2pm on the Sunday.
• Dunallister Path Area
• No update. TP to continue to progress.
• Triangle
• Works due to begin 9 January 2006 with expected completion date of 3 March 2006
• All neighbouring interested parties to be notified that they may experience some inconvenience.
• A photographic record of progress will be made in line with Grant requirements.
• An Orientation Board has been agreed for this area but will not be erected until completion of the Triangle works.
• Pathways initiative
• Leaflets detailing all the walks is to be printed later this month
• All signage and way markers have been installed
• One path improvement has been completed with one other path improvement to be finalised.

NEWSLETTER/ INFORMATION /WEB
• Web
• During December there were 14000 visits to the web site.
• A small change has been made to the Home page in that Howwood articles from the Gazette now appear on a weekly basis
• The whole web content is to be updated and revamped but this will be carried out in stages over a period of time
• Newsletter
• The Newsletter will be completed during this month and will include the Village Spring Clean, Fete, Scottish Evening, Howwood Helpers, Triangle Mass Walk, and the usual activities/contacts
• There will also be articles regarding Vandalism and Fly tipping.
• It is hoped that the Newsletter will be delivered to households at the end of January 2006


HOWWOOD HELPERS
• There was nothing specific to be minuted at this meeting

OTHER MATTERS ARISING
• a) School Path and resident’s complaint – TP to check if the works have yet been carried out.
• b) Local Authority Electoral Boundaries Proposal – Report of outcome was expected at HCC January 2006 meeting but there has been no communication to date.
• c) Hall Upkeep – A response has now been received. The matter of disabled access is still under ongoing review and there is to be a longer-term project to look at the condition of various Community Halls. There is however, no immediate commitment to refurbish Howwood Community Hall at this present time.
• d) Glasgow Wind Band – The Parish Church premises are adequate for approx. 190 people and all calculations of costs etc. have been based on 150 people attending. The Wind Band will be contacted to ascertain dates for a recital and to find out requirements for printing of tickets. David Stewart will be copied in to any correspondence.
• e) Account signatories – BD to progress asap.
• f) Scottish Executive Review of Community Councils – A review of the discussion paper was carried out and the responses given by HCC Members were discussed. A draft of the HCC response to the discussion paper will be circulated for comment and once finalised a copy of the final response will be posted on the web site for information.
• g) ASCC AGM report comments and common good
o HCC to check on what land there may be to the Common Good in Howwood and will also contact Brookfield CC for more information, as it would appear that they hold several areas of land to the Common Good. It was agreed that HCC would also purchase a copy of the appropriate report on Common Good at a cost of £10.
o AW had three questions to raise from the report supplied by DP. All these questions were on the meaning of several comments in the report and DP discussed and satisfactorily answered the questions raised.

A.O.C.B.
• RC Administrative Grant
• Our Annual Grant in the sum of £451 has now been received from RC.
• Christmas Tree
• The Christmas tree is vandalised every year and this year has been vandalised several times.
• AW put forward a proposal that HCC should advise RC that they no longer wish to have a tree provided each year. Instead, the Village should have white pin lights threaded throughout the branches of the trees within the Triangle.
• RC have already confirmed that they would have no objections to this but also advised that we may have to get Scottish Power to supply some form of outdoor power point.
• It was confirmed that grants are available through Awards for All to cover the costs of such requirements.
• HCC unanimously agreed to this course of action for future years and AW will ascertain appropriate costs in order to complete the appropriate application for funding.

POLICE REPORT
• Crime figures for January 2006
• Howwood – 2 assault, 2 vandalism and 1 attempted break-in at Bowfield Way
• Points Raised
• A person said to be responsible for the act of vandalism to a moving vehicle some 10 days ago, is subject to a police report
• Howwood Primary School – report of minor damage to trees. Police will be giving this area some attention in future.
• Police urged villagers to contact the Police or ASSIST if they have any information or concerns about crime in the area. Reports may be made anonymously.
• Police Tel 01505 404000. ASSIST Tel 01505 325030 (Office hours Mon – Fri)
• Police advised that ASSIST is active in the village working towards an ASBO for an individual.
• In response to a question Police advised that their presence in the village last weekend was due to their concern over the spate of vandalism and youth crime in the village.
• Police advised that they work with schools to promote public safety.
• A question was asked as to whether or not perpetrators of recent incidents where from within the village or external. Police view was that the perpetrators were mainly internal to the village.

SCOTTISH EVENING - 25 February 2006
• The organisation of the event is on track
• Due to Health and Safety issues the kitchen facilities in the Village Hall cannot be used as before. Alternative arrangements for cooking are being made.
• 56 tickets have been purchased with more sales expected.
• Volunteers to assist at the event were requested – JM, ND, LS, NW, AW, MS, BD, DM, CS all volunteered. An additional 5 people will be approached for assistance.
• Meet at Village Hall at 12 noon to help with decoration of the hall
• Tartan rugs to AW in advance or deliver to the hall at 12 noon
• Event will start at 6:45 pm. Helpers to be at the hall for 6 pm
• Raffle prizes were requested. Prizes may be delivered to Post Office in advance or the hall on the day
• Transport will begin collecting people at 6:15pm
• CS will arrange floral table decorations
• Final meeting of the working group will be Monday 20 Feb at 8 pm in Ivy Cottage

FETE – 17 June 2006
• Hire of equipment has been confirmed
• School has now been booked
• Both St Andrews Ambulance and Police will attend the event
• The main event for the Fete is still to be decided upon. Ideas to BD
• Police dog or horse demonstration was suggested. PC MacLeman will make enquiries on behalf of HCC
• Hessilhead Wildlife Rescue Trust was also suggested – CS to forward details to BD
• Phil McFadden will be approached with regard to organising a football competition again this year

SCOTTISH EXECUTIVE COMMUNITY COUNCILS CONSULTATION
• A draft response had been circulated in advance of the meeting and comments invited. No further comments were raised at the meeting and all agreed the response. HCC response will be sent off with copies to Alex Hewetson and village web site.


ROADS
• RC Roads Department
• Response from Roads advised that the retaining wall at Bowfield Road/ Midton Road and Main Street had now been examined. Findings indicate that routine maintenance is required but work is not likely to start before April 2006. The drain in that area has now been cleared.
• Other outstanding matters remain unanswered i.e. Footpath Bowfield Road, Plan for parking near shop (outstanding since Aug 05) and speeding traffic.
• A letter from Roads provided hitherto unknown information. Roads have a policy of providing a CC contact within Roads. Stephen Tingle is the contact. HCC will invite Stephen to a regular meeting of HCC to kick-start the engagement process.
• Speed Bumps
• Information received that speed bumps are to be installed in Bishopton area. AW will seek further details as HCC were previously advised that Roads did not approve of speed bumps. Suggestion that information could be requested under Freedom of Information legislation.
• Road Condition and Markings Between Spateston and Howwood
• Roads advised that work would start on this area, as a priority, in the next financial year. AW to seek information on reports of Road issues around the Howwood area. Again Freedom of Information legislation may be considered as a means of obtaining this information.
• Midton Road junction with Bowfield Road
• The continued water seepage hazard in the area of May View and Hill View houses remains a cause for concern. This will be reported to both Roads and Scottish Water.
• Footpath Midton Road / Beith Road
• First phase of work between Beith Road and Hospice is due to commence in next 6 weeks. The remaining phase, Hospice towards Midton Road cottages, is expected to start in next financial year.

PLANNING
• Howwood Area
• Nothing to report.
• New Supermarket - Paton’s Mill area of Johnstone
• For information only, Morrisons have raised a request for planning permission for a new supermarket in Johnstone.
• Scottish Executive PANS Consultation
• Consultation received from Scottish Executive on Planning and Notification. No deadline date given. HCC will respond to question of best practice with example of the outcome from Midton Road proposed new housing.
• Wind Farm Between Lochwinnoch and Kilbirnie – Ladymoor Development
• A letter was received from Lochwinnoch Community Council stating their intent to canvass public opinion within Lochwinnoch and neighbouring areas on the Ladymoor planning application.
• An action group from Lochwinnoch (not Community Council) attended the meeting and gave an overview of their research into issues of wind power. In particular their views covered the application for planning permission for a Wind Farm at Ladymoor. In brief the views expressed by the Lochwinnoch action group are outlined below.
• Their research indicated that wind farming of the type proposed is not a good idea despite their original opinion that in principle, wind energy was a good idea
• Purpose of installation was said to be as a mitigation measure for ‘dirty’ emissions from other forms of power generation in other areas of UK - a type of ‘carbon trading’ arrangement whereby dirty energy suppliers could purchase a share of ‘clean’ energy.
• Group raised serious concerns on health issues, noise levels, vibration and general environmental impact
• The group stated that their motivation for opposition to the planning application was not one of ‘nimbyism’ but out of genuine concern for health an environmental impact
• Concerns raised about the number and size of all proposed installation in the Clyde Muirshiel park area
• Indicated that impact of such an installation would be felt for some 5 miles from the installations
• Access to country side could be impeded
• Details of the research and views would be made public once their investigations were completed
• Highlighted that ‘expert’ opinion on the matter of wind energy was often conflicting
• Expressed view that a coordinated Scottish Executive study including public consultation was needed to ensure that wind energy impact was understood before any such installation are granted planning permission
• Research also highlighted that countries like Denmark and Germany had halted wind farms as the power output generated did not justify the impact
• Environmental concerns also raised regarding flooding
• Impact of large installation upon small rural communities and associated infrastructure was also a cause for concern.
• The Chair thanked the Lochwinnoch group for attending the meeting and providing such a wide ranging overview.

• Meeting was reminded to report all incidences of vandalism to the police and or ASSIST.
• Agreed to continue seeking funding for path improvements for the park area.

• Delivery of the Newsletter is underway
• Web
• During January 2006 there were 13500 visits to the web site.
• Postings to the Notice Board are again causing concern. It was agreed that only registered users would be allowed to post notices. This in an attempt to stop inappropriate content.
• Delegated DMcK to continue deleting offensive and inappropriate postings
• DMcK to make editorial decisions on ongoing themes
• There is a desire to encourage healthy and interesting debate and articles. A notice to this effect will be included in the next Newsletter

• Fence Main Street Side of Park
• Further damage to the fence was reported.
• Play Park
• Further report of vandalism to the play park. Secretary advised that this had already been reported to Police. RC will repair in due course but area has been cleaned up meantime.
• Doctor’s Surgery Village Hall
• Meeting was advised that service kindly provided by Dr O’Kane of Riverview Medical Centre has been discontinued. Discontinuance is due to lack of clinical facilities and privacy. Falling numbers of attendees was also a contributory factor with only 35 people attending during 2005.
• Improved Scottish wide travel scheme due to be introduced in the spring was thought to be of benefit to villagers travelling to Riverview.

MINUTES OF PREVIOUS MEETING
The Minutes of the 14.02.2006 meeting were adopted – Proposed by Robert Scarsbrook and Seconded by Jackie Mackenzie.

POLICE REPORT
• Crime figures for February 2006
Howwood – 8 crimes; 2 breach of the peace (detected), 4 vandalism (2 detected), 1 theft (detected) and 1 theft from a motor vehicle.
• Points Raised
Howwood Primary School.
• A further instance of vandalism at the school which remains undetected
• Issue with parents car parking at entrance to the school
Mounted police demonstration team have been asked if they would provide an attraction at Howwood Fete. Response expected by next HCC meeting.
Chief Constable Well-being Fund. HCC were advised that any group within the village could apply for a grant from the fund of up to £500. Application forms are available from PC Andrew MacLeman or Tracy Knox. HCC will advise other groups in the village.
In response to a question the meeting was advised that the act of vandalism to a tree at the school remains undetected.

1 ENVIRONMENT
Dog Bins
• Replacement dog bin within the park area - Outcome of funding meeting on 31 March is awaited
Mayfield Wasteland
• HCC had raised matter of ownership with Renfrewshire Council (RC) and await a reply
• A resident of one of the 9 new houses in Mayfield Drive advised the meeting that ownership of the wasteland reverted to the property owners of all 9 houses upon the sale of the last property. The resident has also written to RC on this matter and awaits a reply.
Village Spring Clean
• Reminder that Spring Clean will be held on the weekend of 25/26 March 2006
• Volunteers to meet at the Village Hall Car Park at 10am and 2pm on the Saturday and at 2pm on the Sunday
• Howwood Inn have kindly offered soup and sandwiches to volunteer on Sunday 26 March at 5pm
• All councillors were urged to attract volunteers for the clean up.
• Provision of a vehicle has been arranged for the Sunday but a vehicle is still require for the Saturday sessions
Dunallister Path / Right Of Way
• Trees have been trimmed back. Cuttings will be removed shortly. Further work on trees expected
RC Outdoor Access Forum Meeting – 29 March 2006
• DP and AW will attending the meeting. Anyone else wishing to attend should contact the Secretary
Christmas Lights
• Costing of new lights for the triangle is being undertaken by RC
Play Park
• The secretary expressed thanks to RC for cleaning up play park so quickly after recent vandalism

2 FETE – 17 June 2006
• Hessilhead Wildlife Rescue Trust –response to request to take part at the Fete is awaited
• The following groups will be asked if they can participate in the Fete -Muirshiel Rangers, working with wood group and Howwood Primary School
• The following will participate -Bowfield Country Club and Dog Training, Fair Trade stall from Howwood Parish Church
• Fete day insurance is to be arranged with ASCC
• Tug of War between Howwood Inn and Railway Inn has been suggested
• Ideas for events at the Fete should be passed to the working group – Bill David, Jackie Mackenzie, Tom Purse and Andrew Wilson
• Phil McFadden is no longer involved with youth football team. Linda Smith will investigate an alternative opportunity for provision of this popular annual contest.
3 ROADS
RC Roads Department
• CC contact within Roads, Stephen Tingle, has been contacted regarding the outstanding Roads issues. Response awaited. Mr Tingle has declined the invitation to attend HCC meetings as this is not part of his remit.
Road Safety Leaflets
Delivery of Roads Safety leaflets is still outstanding from last year. Secretary will follow up on this matter.
A737 By Pass
Discussion on safety issues previously raised with AMEY In particular discussion on the difficulty of using the A737 Howwood junction to both enter or exit the village
The matter of a roundabout to replace the current markings was discussed. Suggestion for a village survey to canvass opinion on this matter. View expressed that cost would likely be prohibitive
Meeting was advised that the roundabout at Kilbarchan junction may have been funded privately
Opportunities to canvass local opinions were discussed. Ideas included having a stall at the Fete and development of an on line web survey. IT working group will consider the mechanism for a web survey
Traffic Calming
• No update

4 PLANNING
Wind Farm Between Lochwinnoch and Kilbirnie – Ladymoor Development
• Representatives from Ladymoor Wind Factory Action Group (the Group) attended the meeting to reiterate their points from previous meeting. A further update and information about public meetings was given.
The next public meeting will be held by Kilbirnie and Glengarnock Community Council at Walker Memorial Hall on Tuesday 21 March at 7.30pm
Cargill Hall will be the venue for Bridge of Weir meeting on 1 April 2006.
Further public meetings have still to be arranged but will include Kilmacolm
The Group advised that letters of objection to the proposed development from local communities are being encouraged . Draft letters of objection may be obtained from the Group
Attention of the meeting was directed to a recent article appearing in the Scotsman newspaper
The Group suggested HCC hold a public meeting and kindly offered to address such a meeting
The Group advised that an application for planning permission for the development is expected to be submitted in April 2006 by Wind Hydrogen Limited
• Discussion on ways for HCC to canvass local opinion on the planning application followed and included
Need for a balanced view with both pro and cons articulated form all sides of the debate for the information of villagers
Wind Hydrogen Limited would be invited if a public meeting was arranged
Survey leaflet drop to villagers was suggested

• Midgavin Nursery wrote asking for support regarding a previous planning application for building works and conversion, which had been rejected by Planning on the grounds that the proposal was in contravention of planning guidelines for nursery premises. A site visit by Planning is to be undertaken. As there is a need for more nursery places locally HCC will write to Planning stating support in principle within planning guidance and asking to be updated on the outcome of the site visit.

• a) Scottish Evening – The Evening was a great success and all helpers and contributors were thanked for their efforts. Special mention of appreciation to Andrew Wilson for coping so well with the cooking under such difficult circumstances. AW will be writing to RC on the non-suitability of the hired kitchen equipment. 58 villagers attended the event and from the feedback received all had a most enjoyable evening. Final costs for the evening are to be confirmed

• DP circulated notes on the meeting held with Scott Allan, Principle Engineer, Traffic and Transportation, RC on 24.2.2006. DP provided an overview at the meeting. In brief
Meeting was instigated by DP on behalf of HCC
RC and Councillor Nimmo supportive of the initiative from both a transport and health point of view
Link could take 3 – 5 years to complete
Funding for the project will be 100% from RC
Project needs to be broken down into small phases
Early approach to landowners is seen as key to success of this project
Community support is vital for this initiative as is support from local MP and SMP
The report may be obtain from DP or the Secretary
• A proposal was made for a village survey. The aim of the survey would be to establish if villagers still wish to proceed with the proposed link

POLICE REPORT
• Crime figures for March 2006
Howwood – 10 crimes; 2 vandalism, 6 theft and 2 assault.
• Points Raised
Two of the thefts were house breakings one of which may result in a detection
Police have been assisting ASSIST with anti social behaviour issues. One complaint last year from HCC. Villagers urged to report anti social behaviour to Police, ASSIST or Housing Officer where appropriate
An incident on 7 April 2006 where a youth discharged a ‘ball bearing’ gun at a bus has resulted in the youth being subject of a report
Mounted police have kindly agreed to attend the Fete for a ‘meet and greet’ subject to operational demands
Chief Constable Well-being Fund - PC MacLeman advised that Howwood Sports and Hobbies group have request an application form. Other village groups are reminded that any group can apply for a grant from the fund of up to £500. Application forms are available from PC Andrew MacLeman or PC Tracy Knox.

1 SUSTRANS ACCESS– Link from Howwood Railway Station to Cycle Track
• Update on progress from DP
Letter to landowners is to be drafted. The letter will seek views from landowners on the intended link to the cycle track. Meetings with landowners to be arranged if required
HCC is to canvass views from villagers to confirm whether or not they still support this initiative. Newsletter and Web site articles being considered together with a survey to be conducted at the Fete
Monies may become available for this initiative during October / November 2006 therefore it is important to carry out the preparatory work as soon as possible
The survey questions will be drafted and presented at the next meeting
Having a link to the cycle track from Howwood is seen as a major benefit to the health of villagers and visitors alike and as such, HCC will seek support from local MSP, MP and MEP. HCC will draft letters on this matter and also seek an appointment with the Hon Douglas Alexander MP at his Howwood Surgery session being held on 13 April 2006.

2 FETE – 17 June 2006
• Overall organisation progressing on track
• Hessilhead Wildlife Rescue Trust –agreement in principle to attend the Fete day with display of photographs and literature
• Football has now been organised for Howwood youths who play for various local teams
• Dog training demonstration has been organised
• Howwood Primary School is keen to participate on Fete day. BD will follow up with the school
• Other participants may include a mobile barber
• Women’s Rural will take a stall
• Fete day insurance has still to be arranged with ASCC
• Fete working group meetings will be held two weekly from the end of April

• The outline planning application is for a Pet Crematorium near Midton Wood. HCC to raise objections on various grounds
this is a green belt and hence building is contrary to the Local Plan
this area is important for wildlife and nature conservation

once constructed, visitor traffic to the facility is likely to be inappropriate for a single track road

• Planning application for large two-story house near Midton Wood. HCC raised some concerns on this application

Wind Farm Between Lochwinnoch and Kilbirnie – Ladymoor Development
• Representatives from HCC attended the public meeting at Kilbirnie and reported back

case for the Wind Farm from Wind Hydrogen Limited was less clear and not well made
Wind Hydrogen Limited stated that a planning application would be submitted in June 2006 and that the environmental impact study is 85% complete. The environmental study will be published in due course
• Chair presented a draft summary of information collated by the HCC Wind Farm working group and requested comments as quickly as possible. The information will be used as part of the survey seeking views from villagers on this proposed installation. The survey will be distributed to villagers shortly.
• Arrangements and speakers for a public meeting were discussed.

4 ENVIRONMENT
The Triangle
• News that the Triangle has now been completed was warmly received
• Saturday 29 April 2006 is the date for the inaugural walk to one or more of the new walking routes. Villagers are warmly invited to meet at the Triangle at 12noon on the 29 April 2006 to take part in this event. Leaflets are currently being distributed to villagers.
Dog Bins
• RC Environmental Services will replace the dog bin within the park area.
Village Spring Clean
• The clean up was very successful this year. Vote of thanks for all who contributed including RC for the skip, Beyards for the transport, Howwood Inn for the soup and sandwiches and especially to villagers who helped out.
Christmas Lights
• No update
Mayfield Wasteland
• As yet no response from RC re ownership issue raised by villagers and HCC
Access Strategy Meeting
• Looking for views from villagers on walks around the village. A survey is being considered.
Beautiful Scotland in Bloom
• AW attended meeting arranged by Beautiful Scotland in Bloom and suggested Howwood enter this non-competitive event. General agreement that this initiative should be delegated to Howwood Wildlife and Woodlands (HWW)
Fly Tipping In Field Behind Beith Road Houses
• Report of accumulation of rubbish on this private land. This will be reported to Fly Tipping hot line. Villagers are reminded to report all such instances via the Fly Tipping hot line

RC Roads Department
• Frustration at the lack of response or meaningful response to long outstanding Roads matters. HCC to write to Director of Planning and Transport RC. Outstanding matters include
speeding, parking and traffic calming – no progress
line marking and road surface between Howwood and Spateston – being planned but no progress to date
Midton Road pavement – partly completed
Road Safety Leaflets
Delivery of Roads Safety leaflets is still outstanding from last year - not yet received.

1 FETE – 17 June 2006
• Fete Working Group meeting dates were circulated - members to advise BD of availability
• AW dealing with bar licence
• Teams for bar and food duties organised
• Contributors include mounted police, dog agility club, wildlife rescue, Bowfield Country Club
• Football tournament is being progressed. LS advised that football governing body insist that no cup or prizes be awarded for this event. Refreshments to be organised for footballers.
• Dog agility will organise a fun pet show on Fete day
• Bouncy Castle has been organised
• Highland dancers to be confirmed
• There will be a raffle again this year. Raffle prizes discussed. AW to approach Bowfield Country Club for a prize
• Public Liability Insurance to be checked to ensure that it covers use of dog club equipment by pets
• Stalls are being organised by AW and include – Howwood Curling Club, Play Group, possibly Brownies and Guides, Sports and Hobbies Group, Weight Watchers possibly and Wind Farm Protest Group
• Some £260 sponsorship has been raised so far
• Flyers and raffle tickets need to be printed soon
• Fete Day volunteers are required. HCC members asked to recruit at least one helper each.
• Ice cream van has been organised
• Cheque for £10 licence fee to be issued to Renfrewshire Council (RC)
• 2 people are required to administer the survey at the Fete
• Affordable small sized drinks for younger children to be arranged
• In the run up to the Fete two events have been organised - Glasgow Wind Band concert at Church of Scotland on Friday 9th June . Tickets and flyers being arranged. Tickets will cost £5.50 and £4.50 concession. The Church will offer tea/ coffee. Quiz Night at the Bowling Club Tuesday 13 June run by George McKay and mister music, Michael Quinn.

PC MacLeman gave an overview of the successful Choices for Life event. This event is attended by primary school children from Strathclyde area and addresses drink and drugs issues.

RC Roads Department Letter
• A letter has been sent from HCC to RC Roads documenting all outstanding Roads matters. Although out with the RC 10 day response period no reply has been received. The information requested under the Freedom of Information Act should be received within next 10 days to comply with the stated response period.
• Discussion on next steps to get response to outstanding Roads matters – consider writing to Chief Executive of RC and MP, MSP and as a last resort the Ombudsman

• Pavement at Bus Stop on Main Street at retaining wall – surface uneven possibly due to water ingress Matter will be raised with Roads and Scottish Water

• a) Scottish Evening – Final costs for the evening were £506.46.
• b) Village Hall and Kitchen – To be followed up
• c) Christmas Lights – Indicative costing for lights has been received from RC. Costs are in the region of £2,500 – 4,000 dependant upon the number of trees to be lit and number of light strings required. Before submitting an application for funding to Awards for All a site survey will be requested to ascertain the total costs. Breakdown of indicative costs -

• Chair updated the meeting on the outcome of the discussions at the surgery
New Shop
• A new shop with later opening times was one of the desired facilities identified by villagers as part of the Village Design Plan. The premises have been built but as yet no retailer has been established. The reason stated for this is the lack of an off sales licence, which was refused by Licensing for reasons of over provision. As HCC was not consulted on this matter the Secretary will write to RC for information on decision by Licensing.

• Fire Service to be requested to attend Fete in place of mounted police

POLICE REPORT
• Crime figures for June 2006
Howwood – 10 crimes with 6 detections; 1 Assault (detected), 2 attempted theft (detected),
3 vandalism, 1 car theft, 2 Road Traffic Act (detected), 1 neighbourhood dispute (detected).
• Points Raised
Recent vandalism at Howwood Primary School was reported in local press. Secretary to advise press that publicity is unwelcome as this seems to encourage the vandals.
Sneak theft in Torbracken is similar to method deployed in Lochwinnoch a year ago
Villagers are warned to ensure door are locked even when in the garden
A white van appears to be abandoned near the Village Hall. This is to be reported to police.
Police report that there have been no specific reports of Anti social behaviour in Howwood in last few weeks.

1 FETE
• BD updated the meeting on outcome of the Fete
• Glasgow Wind Band - Financial account was presented at the meeting. Profit from the concert was £298.38. A donation of £60 for the Church was agreed. Feedback from both the community and the Band was very positive. CDs are available from the Post Office. Lessons learned – ensure better monitoring of the number of tickets sales.
• Draft Financial account for the Fete was presented at the meeting. Estimated £1,026 was raised. A donation of £50 for St Andrews Ambulance was agreed.
• Discussion on what went well, what did not and lessons learned
o Positives included – Dog Agility and the Bouncy Castle, which was much enjoyed by the children.
o Negatives included – loss of income due to stall holders not turning up or turning up late
o Lessons learned

consider a leaflet for stall holders explaining the terms and conditions of the booking especially regarding the 12 noon deadline for being set up
fees for stalls to be collected in advance to negate the lost of income for ‘no shows’

change date of Fete to avoid Kilbarchan Show – Secretary to check dates of other local events to avoid clashes
football competition new contact to be used for 2007
• Fete 2007 activity needs to start in January 2007. Fete working group needs to be set up
• Order for Bouncy Castle needs to be placed in Dec 06/Jan 07 once the Fete date has been decided
• DB was thanked for coordinating the Fete working group in 2006
• Thanks to volunteers for helping out and most importantly to villagers who supported the Fete

2 PLANNING
Planning Application To Build A House In Howwood Inn Car Park
• Due to the time scale for responding to the application members were circulated to in advance of the meeting. A letter of objection has been sent to Renfrewshire Council (RC) Planning & Transport highlighting concerns in the following areas - Parking and access problems, detrimental impact upon natural environment, visual impact of a modern building within the grounds of a listed building and proximity to neighbouring properties.
• The intended site includes a large Lime tree, which is subject to process for a Preservation Order being granted. Secretary to confirm with RC the current status of the Preservation Order
Outline Planning Application To Build A Pet Crematorium
• No update on application. A villager is in favour of the proposed Pet Crematorium and disputed one of the grounds, impact of construction traffic, of the objection. Chair advised that main objection was on the grounds of the detrimental impact upon the environment on this important natural site.

PLANNING Cont
Old Carsewood House Site
• A question was raised as to any objections raised for housing at the Old Carsewood House site. Chair advised that no planning application for this site had been received. Secretary will check status of this site with RC.
Full Planning Application for Agricultural Workers House
• No update on application. There is no RC Planning meeting held in July.
Elliston Farm – 6 Houses Proposed Development
• RC has approved planning.
Wind Farm Between Lochwinnoch and Kilbirnie – Ladymoor Development
• There has been no reply to invitation to attend a meeting from Wind Hydrogen Ltd.
• It is understood the Scottish Executive will be issuing Wind Farm guidelines to local authorities
• Community Council Forum meeting in Aug / Sep 2006 will chair a discussion on Wind Farming. HCC members will be invited to attend.
• Response to survey remains poor with only 5 replies being received so far. Villagers are reminded that copies of the survey may be obtained from Fred’s shop, Post Office or WWW.Howwood.com. Please leave written responses at Howwood PO or e-mail your comments to thewindfarm@mac.com.
Deconstruction Order For Decking - Linister
• Secretary will check on status of the order.


3 ENVIRONMENT
Annual Bulb Planting / Triangle / Floral Displays
• Agreement to plant bulbs again this autumn. Main target area is the Triangle but other sites will be considered. Bulb selection discussed and will include snowdrops and crocus. A budget of £300 was agreed.
• Consider planting new raised beds in Triangle for summer colour once current planting is established.
• RC provided hanging basket display for the Triangle. Secretary to write to RC to thank them for this wonderful display of colour.
SUSTRANS Access (Access to Cycle Track)
• Response to letters to land owners – one reply received to date. Further update at next meeting.
• Note results of limited survey carried out at the Fete indicated that St Brides is the preferred route to the track and that more people would use the track if access from the village was available.
Mayfield Wasteland
• Further discussion on failure of RC Planning in their statutory duty to enforce scheme of maintenance of the site. It is understood that Councillor Nimmo has also been in contact with RC on this matter. Residents impacted to write to Chief Executive RC and that failing to the Ombudsman.
Dog Bin/ Rubbish Bin in Park
• New Dog Bin now installed but litterbin still awaited. Secretary to follow up with RC.
Howwood Wildlife and Woodlands (HWW) – Next Walk
• The next village walk is being organised for Saturday 29 July 2006. Meet at Triangle at 1:00pm. Poster will be organised. The walk will be lead by Derek Parker and the theme will be ‘Local History & Folklore’. MS to advise Church of Scotland.

RC Roads Department Letter
• A reply to the letter from HCC to RC Roads has been received. Scott Allan from Roads has been assigned to assist HCC with Roads issues. It was agreed to issue an invitation to Scott Allan to attend an initial meeting with members of HCC (TP, NW and DP). It was proposed to have regular updates from Roads at HCC meetings.

Station Road – Road Safety Issue
Further complaint of parked cars on junction of Station Road/ Main street and the lack of visibility for traffic entering Main Street from Station Road. Speed of traffic on Main Street which was subject of proposed traffic calming measures in 2005, which Roads has still to address, was again causing concern for villagers.
Road Safety Leaflets
Delivery of Roads Safety leaflets - not yet received. Expect update in September.
Impact of Overgrown Hedging on Pedestrian Traffic
Complaint received regarding overgrown hedging impeding pedestrians. HCC to remind villagers of their responsibility to ensure that hedging is maintained to ensure that pedestrians are not impeded. An article will be written for local posters and for local press and village News Letter.
Signage for Local Walks
A suggestion was made to have road signage include information that village has local walks available.


5 INFORMATION / WEB
Web
• During June 2006 there were 23,000 visits to the web site
• Fete photographs are now on the web site
• Web working group will meet in July to discuss changes to the web site
• Suggestion to retain email addresses for News Letter / survey distribution
News Letter
• Next News Letter is proposed for September 2006.
• Articles will include – St Andrew’s Family Ceilidh, hedge maintenance, new local shop and survey
• Draft to be available for August meeting.
• Secretary to contact local groups for input
Survey Results from Limited Sample
• A limited survey was carried out at the Fete on topics including – A737 access, Wind Farm and SUSTRANS access. Finding indicate majority of village are concerned with access to A737 and that most use the Kilbarchan slip road rather than Howwood junction.
• Mixed result on Wind Farm with 4 for, 9 against and 9 undecided
• Speed of traffic through the village is a concern
• The Triangle is being enjoyed
• Parking at Station Road is not always a problem
• The survey will be included in next News Letter for a wider view

6 St Andrew’s Family Ceilidh – Saturday 25 November 2006
• A Ceilidh is to be arranged for 25 November at the Village Hall from 6:30 to 11:30pm
• Family tickets will be available, prices to be confirmed
• Working group has been set up – AW,GW, ND and CS. First meeting to be held on Friday 21 July 2006 at 7:30 at Kirktonholm
• Howwood Primary School wish to take part in the entertainment
• Food, bar and licence to be arranged

OTHER MATTERS ARISING
• a) Village Hall and Kitchen – HCC have been advised that replacement cooker is a priority.
• b) Christmas Lights – Costs are in the region of £2,500 – 4,000 dependant upon the number of trees to be lit and number of light strings required. Advice indicates that 2 x 4 strings will be required. An application for Grant funding from Awards for All will be raised. Awaiting confirmation from RC re ownership of the intended site to complete the funding application. Rev D Stewart will be asked if he is willing to act as independent referee for the application.
• c) Community of the Year – HCC entry has been submitted. Judging will take place in Sep 2006.
• d) New Shop – HCC wrote to Licensing in connection with their decision to reject off sales licence application for the new shop on the grounds of ‘Over provision’. It is unclear from the Licensing minutes why the decision was taken. A new shop with later opening times was one of the desired facilities identified by villagers as part of the Village Design Plan and the Licensing decision means that no buyer is willing to trade from the premises. Secretary will contact Councillor Nimmo for clarification as to why the views of the village were not considered, cc to Alex Hewetson and Licensing. This matter will be raised within the next News Letter.
• e) Local Government Boundaries Review – No update

POLICE REPORT
• Crime figures for July 2006
Howwood – 15 crimes with 5 detections; 2 theft from lock fast premises, 3 theft motor vehicle (1 detected), 1 vandalism, 3 theft, 2 Road Traffic Act (detected), 1 housebreaking, 1 attempted housebreaking, 1 assault (detected), 1 Bankruptcy Scotland Act (detected).
• Points Raised
Further detections are expeceetd regaring theft of motor vehicles
Sneak thief operating in the village. Villagers are reminded to lock all windows and doors and to secure car keys as these are being used to steal cars.
Team of bogus workmen reported to be operating within the village. They offer gardening and maintenance work and are said to be driving a yellow van. Elderly people are especially at risk, with one villager in the Bowfield Road area having been swindled out of a lot of money. Please be vigilant and report such instances to the Police.
Drunken youths arrested on 29/7/06. The incident will be included in August crime figures.
Two villagers are still experiencing difficulties with anti social behaviour and have a log of events, which is to be reported to Police.
Report of abandoned camping equipment near Castle wall area. Details are to be passed on to Police.
Report of youths in the park area harassing villagers. Police to check for report.
A question was raised regarding litter being thrown from a car. Police confirmed that this can be reported as an offence but would require corroboration of the offence to enable them to pursue
