OF PREVIOUS MEETING
The Minutes of the 14.12.2004 meeting were adopted – Proposed,
Bill David and Seconded, Craig Crawford.
q Matters/actions arising
· St Andrew’s Night – Treasurer, Ken Macdonald
reported overall profit was £201.77 after expenses and donation
to the Sports and Hobbies Group. Treasurer to issue £160
cheque to Sports and Hobbies Group.
· Reliable Buses – Secretary reiterated that details
of dates and times of irregular service are still required for
the Office of the Traffic Commissioner. Gayle Pollock agreed to
provide details. Linda Smith will also pass on details of two
instances to the Secretary. It was noted that the removal of a
previously published Reliable Buses timetable might also be a
breech in the view of the Regulator.
· Letterhead / Logo – The Chair is still pursuing
this matter.
POLICE
REPORT
· No report
ROADS
q A737 junction at Howwood
· HCC has written to Amey with a request for sight of their
report on the A737 and for details on how they monitor the Junction.
q Midton Road
· Report of possible temporary pothole repair in this area.
· Poor state of pavement on park side of Midton Road was
reported. Secretary will write to RC on this matter.
q Other Roads Issues
· The Secretary reminded the meeting that all road faults
should be reported to-
RALF on 0800 373 635. It is important to keep the RALF fault reference
number for follow up purposes.
· The Secretary will also report the under noted to RC
o Bowfield Road / Midton Road Junction - poor state of road surface
at this junction.
o Blocked drains and flooding near the Parish Church and at the
Triangle
o Garthland Bridge pothole (already reported)
q Double-parking / on pavement parking opposite the village shop
· Road Department have been contacted regarding the proposal
for the introduction of single yellow line parking restrictions
to address the problem.
· A number of local residents likely to be impacted by
the proposed parking restriction have been consulted. Early indications
are that residents would welcome this initiative. Consultation
is ongoing.
q Howwood Wildlife and Woodland (HWW) Roads Issues
· HWW updated the meeting on the Garthland Bridge issue.
HWW await a report on recommendations for traffic calming measures
together with a police report on the traffic speed survey to be
carried out at the Bridge. HWW will keep HCC advised.
q Bus Stop Markings at Post Office
· Question was raised regarding the effectiveness of the
Bus Stop road marking in preventing inconsiderate parking in this
area. It was noted that some road users are observing the parking
restriction but not all.
ENVIRONMENT
q Play Park ground works
· The remedial work to fix the flooding problem has not
yet started. HCC will continue to monitor the situation.
q Play park fence in disrepair
· HCC have recently written to RC on the safely concerns
raised regarding the poor state of this fencing. Response now
awaited.
q Railway Inn site
· An e-mail has been received via the Howwood.com web site
making complaint about the untidy state of the site adjacent to
the Railway Inn.
· HCC directed the resident to RC who owned the site. Subsequently
the site changed ownership.
q Don’t Rubbish Renfrewshire Campaign
· Andrew Wilson is awaiting more information on this campaign.
q Recycling
· Use of Brown bins by those villagers who have this facility
was discussed. It was noted that during the winter months the
bins may be used for paper recycling. Andrew Wilson to obtain
update from RC on their plans for recycling in Howwood area.
· Meeting was reminded of the recycling facilities located
in Johnstone.
q Rubbish Accumulation – Play Park
· It was noted that rubbish accumulation was still an issue
in this area
q Village Spring Clean Up
· Traditionally the village spring clean up is scheduled
for 1st week in April. It was agreed that this be brought forward
to the weekend of 19 & 20 March this year to avoid the Easter
holiday period.
· Clean up sessions will be Saturday 19 March at 10 AM
& 2 PM and from 2 PM on Sunday 20 March. Full details will
be issued shortly together with a plea for volunteers from the
village to assist the HCC in this worthwhile campaign.
· Meeting was reminded that all instances of fly tipping
should be reported to the police.
· To help attract volunteers it was suggested that a Table
Top Sale could be arranged to coincide with the Spring Clean weekend.
Although this was not agreed for the Spring Clean up period further
consideration will be given to holding a similar event in the
run up to the Fete.
PLANNING
· Nothing to report.
SCOTTISH
EVENING
· The Scottish Evening for local senior citizens is to
be held on 19th February 2005 and the Village Hall. Doors open
at 6 PM. Cost will be 75p.
· Update on progress
o Piper has been arranged for the event
o Bill David & Robert Scarsbrook now have a draft programme
for the event.
o Participation by the school is still to be agreed.
o Tartan rugs and bunting were requested by Grace Weir
o Christine Scarsbrook will provide floral table decorations
o Table cloths situation etc to be checked by Andrew Wilson &
Nick Walker
o Tickets will soon be available from Post Office
o Craig Crawford has kindly agreed to provide transport. Linda
Smith will coordinate transport requirements
o Brain Young agreed to MC the event.
o Invitation has been sent to Cllr Nimmo, the Rev. David Stewart
and Father Joseph Balmer
o Raffle donations to Post Office or Rosee Macdonald
FETE
2005
· A progress report was given by Bill David
o A cheque will be required shortly for the hire of the slide
and bungee equipment. Bill David will confirm amount to Ken Macdonald.
o The school and the Village Hall are to be booked by Andrew Wilson.
o The Fete working group have agreed position on Security arrangement
and will be consulting with police in advance of Fete day.
· The Guides are considering a Gang Show for the week running
up to Fete day. More details awaited from Gayle Pollock.
FETE 2005 Cont.
· Car Boot Sale. Last year a suggestion was made by Jeanette
Fraser to hold a Car Boot Sale around the time of the Fete. Although
it was not held last year consideration was to be given to holding
one this year. Andrew Wilson to contact Jeanette Fraser for her
views. Update at next HCC meeting.
· The next meeting of the working group will be Monday
17th January 2005 at 9pm

SITE & VILLAGE INFORMATION
q Web site
· Visits for December 2004 were 5476.
· Notice Board is still a concern regarding the amount
of spam. David McKie is considering various alternatives to help
stop spam.
· Broadband mast - no update on progress
q News Letter
· Andrew Wilson has now drafted the newsletter.
· The target for distribution is by end of January. Volunteers
for distribution of the newsletter, around 23 January, were noted
at the meeting.
q Kirk Information Centre
· The expected launch date for the Kink information centre
is 1 February 2005.
· Andrew Wilson still looking for more volunteers to man
the Centre on Tuesdays and Thursdays 10 AM until noon. Please
contact Andrew if you can help.
· The centre will provide general information for local
and visitors wishing to drop in e.g. transport time tables, walking
routes or contact numbers for local authorities. There will also
be tea and coffee available.
· Craig Crawford and Linda Smith are to provide some of
the information for the Centre.
VILLAGE DESIGN PLAN
· HWW are taking the Village Design Plan forward for HCC.
· An update on progress was provided by HWW
o Plan to have the Triangle as a focal point of the village
o Progressing plan with help of local Access Officer e.g. walking
routes
o Grants position has been investigated by Andrew Wilson with
first application due to be made shortly
o Sustrans track access proving difficult to achieve. Andrew Wilson
provided details including the possibility of funding to carry
out a feasibility study for this route.
o Time scales for completion of walking routes and Triangle upgrade
are dependent upon the amount of Grant funding which can be secured.
Aim is for this year.
o Garthland Bridge access improvement is key to number of HWW
proposals
· Garthland Bridge – number of suggestion make including
commissioning a survey of usage.
· Fountain – the Howwood Fountain, missing for many
year, has been located. Alas it is in a very poor condition and
is not thought to be usable as a focal point.
· It was agreed that villagers be asked for suggestions
for a replacement feature for the village. Details will be published
in the News Letter.
· It was suggested that a link between Howwood.Com and
HWW be revised to ensure that HCC are keep up to speed with HWW
developments. Nick Walker will confer with David McKie on this
matter.
COUNCILLOR’S
REPORT
· No report
CORRESPONDENCE
q As per the Agenda
· Housing Stock transfer anti-campaign newsletter–
Anyone interested can obtain newsletter from the Secretary.
MEMBERSHIP
· In accordance with the HCC Constitution two members were
to be contacted regarding non-attendance.
o Miller Leon disputed his non-attendance record and stated that
he found the reminder approach inappropriate. Miller, after consideration,
decided to resign from HCC. The Chair thanked Miller for his contribution
and hard work over the years.
o The other member is still to be contacted to ascertain situation.
· Views on the non-attendance rule were raised and discussed.
After discussion the outcome was that as the Constitution had
been formally adopted by HCC then it is inappropriate to revisit.

q HCC Change of Signatories for Bank Account
· A proposal was made and accepted to update the signatories
for the Howwood Community Council Bank Account to reflect the
change of office bearers. The current signatories are Bill David
(Past Chair), Andrew Wilson (Secretary), Brian Young (Past Vice
Chair) and Ken Macdonald (Treasurer). It was agreed that the new
signatories would be Bill David (Member), Andrew Wilson (Secretary),
Ken Macdonald (Treasurer) and Christine Scarsbrook (Minute Secretary)
· Treasurer to arrange new signatories mandate with the
Bank. Minute Secretary will provide an additional copy of these
Minutes for Bank purposes.
q Guides
· It was intimated that the Guides are to seek fund raising
sponsorship in the village in respect of the Tsunami disaster
appeal
· The Guides will also be undertaking a photographic record
expedition of their likes and dislikes of Howwood. The results
of this undertaking will be available at the proposed Gang Show.
HCC is also interested in the results, as this will reflect the
opinions of our village youth.

· Reliable Buses – Letter has been received detailing
dates and time of complaints regarding Reliable Buses. Secretary
will pass letter on to Traffic Commissioner.

· Sports and Hobbies Cheque £160 cheque to Sports
and Hobbies Group not yet handed over due to lack of 2nd signature.
This is to be dealt with as a matter of urgency.

q Other Matters Arising
· PC Barclay advised that a number of house / garden hut
break ins have taken place in and around the area.
· Member of the public reported an assault near the Railway
Inn.
· Police presence at Village Fete 2005 was requested. Secretary
to write to Superintendent Dyer
· PC Barclay confirmed that speed monitoring had recently
taken place in the village.
· Use of mobile telephone by bus driver was mentioned.
It was confirmed that the use of mobile telephone whilst driving
was illegal no matter the type of vehicle.
SCOTTISH
EVENING
· The Scottish Evening for local senior citizens is to

at 6 PM with a start time of 6:30 PM. Cost will be 75p.
· Update on progress
o 53 tickets have been sold to date. Final number of tickets to
be advised to RM by Friday 18 Feb.
o Food has been ordered
o Railway Inn to be asked if they will kindly supply the peeled
potatoes. LMcC to check.
o Volunteers requested – 9 AM to assist AW with catering.
11:30 to assist GW with Hall décor
o Invitation accepted by the Rev. David Stewart and Father Joseph
Balmer. Cllr Nimmo has regretfully declined.
o Programme for the event will be finalised by 10 Feb.

· A progress report was given by Bill David
o Equipment has been hired. Final invoice awaited.

o Advertising will be one size this year – Business Card
size.

o Bowling Club has advised that they will be holding a quiz night
during run up to Fete day and will be holding a bottle stall again
this year at the Fete.
o The next meeting of the working group will be Sunday 27 Feb
2005 at 9pm.
· Other Events And Dates Noted
o Car Boot Sale. HWW asked HCC if there would be any objection
to HWW holding a Car Boot Sale on 2 July at the Village Hall.
No objections received.
o Bowfield Hotel & Country Club – It was noted that
Bowfield will be location for a 60th anniversary military event
on 4/5 June. Expected high turn out of 1200 – 1500 visitors.
o Bowfield Hotel & Country Club open day will be held on 31
July 2005.

· Amey report on the A737 has now been received. The Secretary
gave an outline summary of the report.

concerns regarding double parking on this pavement.

· It was noted that rubbish accumulation was still a major
issue in and around the village. HCC recommend that all instances
of rubbish dumping be reported.
PLANNING
· Plans received for proposed new filtration plant at the
Water Works at top of Bowfield Road. No comments raised.
· Nothing else of relevance to report.

· Visits for January 2005 were 6306.
· New style Notice Board now in place.
· Fund raising from introduction of advertising banners
was discussed. It was suggested that funds could be utilized to
off set running costs. Concerns were raised regarding the commercial
nature of such advertising. It was agreed to defer decision until
a later meeting.

· The Howwood Community Information centre was successfully
launched on 1 February 2005.
· 8 volunteers, working on a rota basis, have come forward.
The opening times are Tuesdays and Thursdays 10 AM until noon.
· A Sandwich board advertising the centre has been purchased
at a cost of £72. HCC approved this expenditure. Proposed
Robert Scarsbrook and seconded by Norma David.
· Running costs in respect of Church are to be discussed
with Craig Crawford.
· Notices regarding the centre are to be placed in the
Village Hall and the Church.
VILLAGE
DESIGN PLAN INCLUDING SPRING CLEAN
q Village Design Plan
· An update on progress was provided by HWW
o Funding applications have now been submitted
§ Awards For All - £3590 in respect of Sign Posts,
Way Markers and installation thereof
§ Scottish Natural Heritage - £2368 in respect of Interpretation
Board and brochures
§ SERS - £36170 in respect of the Triangle, gates and
footpath improvements
§ Access Officer £3000 towards costs
· HWW submitted letter to HCC requesting £1000 as
a contribution and to assist with administration costs.
o Decision was to grant £500 immediately with a commitment
for a further £500 being made available as and when required.

q Village Spring Clean Up 19 and 20 March 2005
· Skips booked
· Note: time of clean up for Saturday 19 March will start
at 10: 30 AM and not 10 AM as previously minuted.
COUNCILLOR’S
REPORT
· No report. However it was noted that Cllr Nimmo has reluctantly
had to discontinue the pensioner lunches.
CORRESPONDENCE

· Community Plan, Community Support Group– AW attended
and updated this meeting.
· Housing Stock transfer proposal information meeting–
Anyone interested can attend. Date 21 February 2005 at Paisley
Town Hall at 7 PM.
· Community Health Partnership consultation meeting–
Anyone interested can attend. Date 25 February 2005 at 9:30 AM
details from the Secretary.
· Consultation paper on 2005 Service Plan– Chair
summarised the content. Anyone interested can obtain copies from
the Secretary.
· Voluntary Services exposition at SECC – Anyone
interested in attending please contact the Secretary.
MEMBERSHIP
· Betty McArthur and Amish Amin were granted leave of absence
last year. Betty’s course is now to continue longer than
expected, possibly beyond July 2005. As a result Betty wishes
to step down until elections are held later this year but will
continue to support HCC wherever possible. HCC regretfully accepted
Betty’s decision and expressed their thanks for her contribution
and continued support. The Chair will write to Betty.
· Amish Amin expects to complete his work commitments by
March 2005 and wishes to continue as a member.
· David Bottomley had been approach by the Chair regarding
non-attendance. Non-attendance was due to work commitments. David
wishes to continue as a member if there are no objections and
will review his position later this year. No objections were raised.

The Minutes of the 08.02.2005 meeting were adopted – Proposed,

q Matters/actions arising
· Reliable Buses – AW wrote to the Traffic Commissioner
enclosing the letter of complaints received previously. Further
instances have been reported – 28/02 and 07/03 @ 8am –
bus did not turn up at Station Road. Gayle Pollock also has other
instances to report.
· Account Signatories – Forms are now available.
New signatories will be required to attend the Bank in person
with appropriate ID.
· Sports and Hobbies Cheque – Cheque has now been
issued and delivered.
POLICE
REPORT
q Crime figures for December 2004
· Figures were still not available and will be presented
at next meeting.
q Crime figures for February 2005
· 2 crimes with 1 detection and the likelihood of a second
detection
· 1 Drunk and incapable (detected), 1 Vandalism.
q Other Matters Arising
· PC Barclay advised that Traffic Police have been actively
monitoring speeding in the area and hopes that this will deter
speeders. HCC voiced their appreciation for this initiative.
· Our request for a speed survey at the Garthland Bridge
should be passed to Traffic Management in Greenock. It appears
that Greenock have not yet had the time to carry out this survey.
· Football nuisance in Station Road, including bus shelter
damage and relevant safety issues, was reported to PC Barclay.
The Police will keep an eye on the problem and any further instances
should be reported to PC Barclay or direct to the local police
office.
SCOTTISH
EVENING
· This event was well received with letters of thanks being
received by HCC. All letters of thanks were much appreciated.
· The 3 band members, pianist and singer have all indicated
that they would like to support us again in any future events.
· It was agreed that the singer should be supplied with
a microphone in future
· The event was attended by 53 people and costs were kept
low at £220
· The use of the mini coach was a helpful addition this
year but pick up times need to be better managed. It was suggested
that pick up times be advertised as between 6 and 6:30pm in the
future.
· HCC thanked Craig Crawford for providing the transport
· The Chair thanked all those involved in making the evening
such a success.
FETE
2005
· A progress report was given by Bill David
o Everything is in good shape this year
o The cost of the Falconry display of £400 has been agreed
and a deposit for the hire of the Falconry display is now required
from the Treasurer. This is to be refunded to Robert Scarsbrook
who has already paid the required deposit. A cheque was passed
to Robert Scarsbrook at this meeting.
o Equipment hire will cost £285 and can be paid in full
on the day
FETE
2005 Cont.
o Phil McFadden has again agreed to hold a football competition
this year and he has also put in a request for a stall at this
years Fete
o Will need to look to sourcing tables from elsewhere to avoid
contention with the Dance in the Village Hall that evening. BD
will check availability.
o Advertising for inclusion in the programme is now well underway,
as is stallholder contact.
o The next Working Group meeting will be on Monday 14th March
2005 at 9pm
· Volunteers to form a Fete Dance working group were requested
o The committee members will be Norma David, Grace Weir, Christine
Scarsbrook and Andrew Wilson
o Andrew Wilson will lead the working group
o Louise McClements has agreed to help with the bar duties on
the evening
ROADS
q Midton Road
· It was noted that the construction of a pavement opposite
the play park towards Bowfield Road is underway.
q Bowfield Road/Midton Road junction
· This junction has now been resurfaced. The road surface
appears to be an excellent improvement.
· HCC thanked the Roads Department
q Crash Barrier at Linister Estate
· It is considered that the new crash barrier creates a
hazard for pedestrians and blocks access to some walking routes.
· It was reported that Howwood Wildlife and Woodlands Group
have already written to Renfrewshire Council regarding this issue.
q Double-parking / on pavement parking opposite the village shop
· Complaints have now been received from some residents
that the yellow lines have not yet been done
· It was suggested that this issue be debated at the AGM
in order that we can canvass the opinion of the local residents.
· AW to write to Roads Department to ascertain any alternative
options and to obtain advice on any means of gathering appropriate
data on road usage/parking etc.
EVIRONMENT
q Spring Clean 19/20 March 2005
· 10:30am Saturday and 2pm Saturday and Sunday gathering
at the Village Hall car park.
· AW requested that as many HCC members as possible attend
and that we all encourage as many others as possible to take part
· It was agreed that the Mayfield Drive path area adjacent
to the Howwood Inn would be targeted as a ‘hot spot’
for the clear up on Sunday 20th March 2005
q Village Triangle Design
· A copy of the plans for the Triangle and a request for
suggestions as to the proposed sculpture are to be placed in the
Notice Board at the Village Hall
q Recycling Bins
· AW to write to the Recycling Officer to ascertain any
progress on this initiative
q Bowfield Road/School path
· HCC received a request for support in trying to have
broken fences, bordering the School path and one of the properties,
repaired after an unsuccessful 3-year struggle with Renfrewshire
Council Environmental Services.
· Various letters over this time period are available for
information if required
· The property has become a regular target for theft during
the period the fence has lain un-repaired
· AW offered to go along and look at the extent of the
problem. The reference numbers of the various police reports should
be obtained to back up any correspondence with Renfrewshire Council
· HCC agreed to take this issue on board and will write

Matters/actions arising
· Reliable Buses – It is now confirmed that Gillans
will be taking over the Reliable Buses routes with effect from
20th June 2005. There will, however, be no route from Howwood
direct to the Royal Alexandra Hospital and fewer runs to Paisley.
· Amenity Housing – Received two queries asking if
any progress has been made. This has been pursued by HCC and it
seems unlikely that Sheltered Housing would be an option as there
has been no identified need in this area. HCC will write to the
Head of Housing and also the Head of Planning identifying the
need for Amenity Housing for older residents as highlighted in
the recent Village Design Plan consultation. It will be requested
that any future development within the village includes the provision
of affordable housing. Draft letters in this respect were circulated
amongst HCC members and their content agreed.
· Howwood Playgroup – The Playgroup has expressed
there thanks to HCC for our recent £200 donation to their
funds and has also provided a copy of their constitution as requested.
· ASCC Community of the Year – Entries are required
by the end of June 2005. David McKie will provide an entry under
the category of Web Site and Howwood Wildlife and Woodlands will
provide an entry under the category of Environment.
· Children’s Service Plan consultation – HCC
have received a reply to our objections in the way that this consultation
was being carried out. The substance of the reply was that, the
questionnaires forwarded to HCC members were only meant to provide
a gauge to community opinion and not a means of short cutting
the consultation process. Duplicate questionnaires were received
due to an administrative error.
· Fete 2004 School Kitchen let – This late invoice
has now been paid.

2005 SATURDAY 18 JUNE 2005
· A progress report was given by Bill David
· The weather forecast for the day would appear to be overcast
but dry
· All activities, stalls, etc. have now been finalised
and a plan layout drawn up
· The main Raffle prizes have been purchased and other
raffle prize donations are still being received.
· It has been confirmed that at least two community police
will be in attendance on the day.
· The cost of printing the Fliers has been offset by the
advertising fees collected and, overall, the Working Group are
well within budget
· HCC Personnel/Helpers will be a problem on the day so
all members are requested to sequester as many people as possible
to give assistance. Assistance will be required no later than
9 am on the day to assist with the setting up of the Fete equipment.
· Amish Amin proposed the purchase of two 9 meters by 3
meter gazebos for HCC use at the Fete and other future events.
David McKie seconded the proposal. The two gazebos will be purchased
before Saturday 18th June 2005.

· Everything has now been organised and the Band has been
booked
· Rainbow/Brownie leaders will help with the Dance Bar
· The Village Hall will be decorated for the Dance between
12 noon and 3 pm on Friday 17th June 2005

· HCC have now been advised that a subjective decision
is normally made as to whether changes to plans are material on
non-material. This decision is usually made by the Planning Department
dependent upon each individual circumstance. There has been no
indication as to guidelines on material or non-material changes.
q Howwood Inn outline plans
· HCC have made representation to the Planning Department
regarding the outline plans for a dwelling house as notified in
the Gazette.
· No formal planning application has been advised to HCC.
It is understood that outline plans for 10 dwelling houses to
be erected may have been tendered
q T-Mobile Mast
· A T-Mobile mast is to be erected at East Muirdykes farm.
· HCC have no material objections

q Roadhead Roundabout
· HCC have been advised that the road into Lochwinnoch
from the Roadhead roundabout is to be closed to traffic from mid
July to mid August 2005.
· It would appear that Lochwinnoch/Largs traffic is to
be diverted through Howwood via Station Road to accommodate this
closure.
· HCC will check with the Roads Department if this information
is indeed correct and ascertain their plans for the diverted traffic.

· An interim report was received from Bill David

o The fete was very well attended this year and declared a success

o Estimated £850 net for the day which is lower than last

o Profit from the Dance bar was £316, which was split, will
Rainbows/ Brownies. Cheque for £160 has been made to Rainbows
/ Brownies
o Thanks expressed for the excellent contribution made by Rainbows/

year/ elections to ease hand over to a new Treasurer. HCC members

The Minutes of the 12.07.2005 meeting were adopted – Proposed

Matters/actions arising
· School Path and resident’s complaint – Ongoing
- RC Environmental Services still awaiting update from RC Legal
Services.
· Amenity Housing – Letter sent to RC clarifying
that HCC are not specifically asking for amenity housing but rather
that any new housing being proposed includes provision for mixed
cost housing and small scale development for elderly.
· Local Authority Electoral Boundaries Proposal –
Letter drafted in response to consultation. HCC is objecting to
proposals on the basis these could marginalize rural communities.
Neighbouring communities share this view. Should villagers also
wish to register their concerns then a draft letter will be available
from Fred’s shop, Post Office or from HCC website to respond
to the consultation.
· 1st Howwood Guides Request – HCC are happy to donate
£250 to Guide funds. HCC will include an item in the next
Newsletter highlighting that other organisations in the village
may also request donations to assist with fundraising.
· Hall Upkeep – Letter to RC requesting if they have
plans for upkeep of Village Hall has been acknowledged. Reply
awaited.
· Treasurer – Bill David agreed to shadow Treasurer
role until end of financial year. K Macdonald will square off
accounts for end of financial year and arrange for Audit with
a view to reporting at AGM
POLICE
REPORT
· No crimes were reported for June and July 2005
· Two serious instances of youth nuisance were reported
at the meeting but appear not to have been logged as a crime.
It was thought these might have been recorded as complaints
· PC Knox-McLean offered to bring details of complaints
to future meetings
· HCC urged that villagers report all instances of youth
nuisance to the police and have these logged. In addition such
instances may also be reported to the Council’s anti social
behaviour department (Help Line 0800 169 1283 / Youth specific
01505 325 030) if the names of the individuals are known. Under
no circumstances should villagers attempt to remonstrate with
families of any individual suspected of being involved. Item will
be included in next Newsletter
· It was noted the HCC are keen to assist Roads Department
and Traffic Police on matter of traffic speeding
· HCC asked for thanks to be passed on to Traffic Police
for their efforts in controlling traffic speed in and around the
village
· Meeting noted a report of possible gun or bird scaring
device being discharged during the night / early morning. Police
advised villagers to report such matters to the Police office
in Johnstone
FETE
2005 SATURDAY 18 JUNE 2005
· A summary financial report was circulated at the meeting.
o Overall profit was in the region of £600
o One outstanding invoice for use of school kitchen is expected
later this year
o A new Fete committee will be set up at the November meeting
ROADS
q Meeting With Road Department and Traffic Police
· Details of meeting were presented by the Secretary
o Garthland Bridge – There is no safe way to get pedestrians
across the bridge. Entry into 30 mph limit will be marked with
white lines warning traffic to slow down. Traffic lights and slow
down signs not ruled out.
o The project to create a safe pedestrian and cycle route from
village to SUSTRANS is still being actively pursued by RC
o Midton Road – Pavement from Midton Road Cottages along
towards the Hospice and down to Beith Road will be repaired this
financial year
o Flooding on Bowfield Road at Midton Road – will be referred
to RC Maintenance Department
o Hill Road / Bowfield Road Junction – negotiation still
ongoing between RC and householder
o Crash Barrier at end of Linister Houses – New pavement
beyond existing housing will not be created unless there is more
development beyond current boundary
o Update on progress on all matters arising to be obtained for
next HCC meeting

§ RC advised that Yellow Lines are not usually effective
§ Draft plan of alternative solutions was received for consideration

• School Path and resident’s complaint – After
many months of enquiry by HCC, RC have advised that this matter
should be directed to RC Housing & Properties Department.
The Secretary will contact that Department to ascertain if the
matter is being dealt with.
• Amenity Housing – Re. Letter sent to RC clarifying
that HCC are not specifically asking for amenity housing but rather
that any new housing being proposed includes provision for mixed
cost housing and small scale development for elderly. RC has noted
this request. This item will now be removed from the agenda

Estimated that 100 villagers have joined HCC in responding to
the consultation and registered their concerns on the proposed
changes.
• Hall Upkeep – Reply received to HCC letter to RC
requesting if they have plans for upkeep of Village Hall. Reply
indicates that they currently have no plans to upgrade the Village
Hall. RC gives priority to upgrades to meeting basic ‘water
tightness’ and issues of Health and Safety. HCC to confirm
that building is now watertight and that Health and Safety matters,
including disabled access, are up to standard. HCC are also interested
in how and how often RC carry out assessment of properties.

• HCC welcomed Keith Mayes and Lisa Simpson from Renfrewshire
Council ASIST
• Keith and Lisa provided an outline of the role of ASIST
and how they deal with complaints on matters of anti-social behaviour,
noise problems and disputes with neighbours
• Key message from ASIST is to report all instances to the
Police and ASIST but do not tackle the problem yourself

COUNCIL’S SCHEME OF COMMUNITY COUNCILS
The chairperson reported that the community council was formed
under the terms of Renfrewshire Council’s Scheme of Community
Councils.
It was agreed:-
(i) to note the Scheme was the prescriptive document for community
councils within Renfrewshire; and
(ii) that any enquiries on the Scheme should be directed to Alex
Hewetson, Community Council Liaison Officer, Renfrewshire Council
(iii) Howwood Community Council will abide by and be governed
by the Scheme

OF NEW MEMBERS
None at this time
ASSETS
The chairperson apprised community council members of the provision
by Renfrewshire Council of a laptop computer with Internet and
email access, together with a colour printer. The laptop is for
use of the secretary to the community council for minutes, research,
access to Council records etc. It is mandatory that the user/
keeper of the laptop attends a brief introduction course at the
Council headquarters and the community council accept the Internet
and email policy and guidance notes on its use.
It was agreed:-
(i) that the secretary would be the user / keeper of the laptop
computer and printer: and
(ii) that Alex Hewetson would arrange the introduction course
at the Council Headquarters.

The Minutes of the 20.10.2004 AGM, which were agreed in principle
at HCC meeting in Nov 2004, were adopted – Proposed, Norma
David and Seconded, Grace Weir.

CHAIRMAN’S
REVIEW OF THE YEAR
This has been my first full year as Chairman of Howwood Community
Council. As we always say in these reports, it has been a busy
year, but through working groups we have shared the tasks around
most members of the CC. Perhaps most important at the moment is
the election which we have heard about, a chance for a number
of CC members, including our treasurer, to retire, mainly because
of increasing commitments to other areas of interest. I would
like to thank everyone who has stepped down from the CC over the
past year for their work for our village. The election has also
provided an opportunity for some new people to join the CC, and
I hope we can encourage others to join over coming months.
On
a more mundane note, there have been regular monthly CC meetings
with familiar items recurring – items such as roads, traffic
and junctions, and planning. The environment has been taken up
on the CC’s behalf by the local charity Howwood Wildlife
and Woodlands with excellent progress. Sadly, antisocial behaviour
