MINUTES OF PREVIOUS
MEETING:
The Minutes of the 10.12.2002 meeting were accepted (prop. Rosee Macdonald,
sec. Norma David).
1. POLICE REPORT:
Superintendent Jim Clark introduced PCs Colette Pryde and Graham Bartley
who have just started as the community police for Lochwinnoch and Howwood.
They have other commitments at times, but overall we should see an increase
of almost 50% in community policing locally. Supt Clark also gave an
update on recent crime figures. For Lochwinnoch and Howwood, there has
been a 25% reduction in reported crime for the six months April to September
2002 (compared to the previous year); and this reflects reduced vandalism
and housebreaking mainly. Weapon and drugs related crime has increased,
but this may be due to increased policing rather than an increase in
these crime levels.

3. WORKING GROUPS:
3.1 Planning
Bill David, Brian Young, Andrew Wilson and Ken Macdonald.
One item only: proposals from Renfrewshire Council about sale of land
adjacent to the Railway Inn. Two tenders are in: a developer would build
two shops including a fast food outlet and two flats; the Railway Inn
would make a car park and extend the pub, possibly also building shops
(non-food) and flats. Bill David and Alastair Nimmo introduced this
item which had been advertised throughout Howwood. Council policy allows
any tender to be accepted but in the absence of public or other concerns,
it is likely that the higher priced tender (the fast food tender) will
be accepted. The current tender process is relevant to land purchase
and any development would then require a formal planning application
process. The views of the village are important: the CC and Cllr Nimmo
will make representations to the Council. Any individual letters would
be welcome and they do carry significant weight with the Council. They
may be left at Howwood PO for forwarding and should be addressed to:

Andrew Wilson reported
on written feedback received prior to the meeting: of 24 responses,
almost all focused on the hot food aspect of the proposals. Ten responses
were in favour, in terms of increasing village amenities as Howwood
grows, and improving a derelict site. One response was from 14 local
young people who are keen to have take away food available in Howwood.
The other 14 responses were against the sale of hot food on the basis
of antisocial opening hours, increased noise, litter and traffic, effects
on child safety crossing Main Street, and negative impacts on parking
and access to George Street; loss of Howwood’s peaceful rural
atmosphere and loss of the informal parking currently available on the
site were other concerns.
From the floor of
the CC meeting, further comments were made. No one present was in favour
of the development of a hot food outlet. It was noted that numerous
sources of “fast” food exist in the surrounding area and
that most deliver for a notional charge. Concerns about litter, noise
(especially late into the evening), parking, traffic, child road safety
and mess were all raised again; the general environmental impact, loitering
and crime were also raised. In the past, there were flats on the site
and on balance the meeting was not against its redevelopment in some
form. However the overall opinion of the community is clearly against
any hot food outlet. Any application for planning for a hot food sales
licence would be likely to evoke a formal challenge.
3.2 2003 Fête
David Bottomley, David McKie, Rosee Macdonald and Amish Amin.
There are letters going to various stake holders seeking support and
sponsorship for the fete. Bill David will book the school for 21.6.2003.
The Hall is booked for that evening.
3.3 Margaret Fraser
Commemoration

3.4 Scottish Evening

The event will be on 22.2.2003 in the Hall. The Hall and Band are booked.
Contacts for other entertainments are being pursued.
4. ROADS:
Cllr Nimmo reported that the 20 mph signs on the route to school will
be erected by 31.3.2003. Mayfield is scheduled for resurfacing during
the summer. There were complaints about the state of the road and the
pavements in Elliston Road & Place. Water leakage and poor drainage
led to ice hazards in Bowfield Road (at the hairpin bend near Main Street)
and Elliston Road (at Station Road) during the recent cold spell.
5. ENVIRONMENT:
Howwood Wildlife and Woodlands is having a fund-raising quiz night at
Midton Bowling Club on 17.1.2003 and a disco in the Hall on 15.2.2003.
Negotiations continue on the future of the garage wilderness.
6. WEB SITE AND
COMMUNICATION:
Cllr Nimmo and Alex Hewetson are both supportive of a Howwood notice
board and information centre. Apparently Lochwinnoch is looking at a
similar development, so we may be able to share information. Types,
costs and ideas about notice boards will be sought for the next CC.
7. COUNCILLOR’S
REPORT:
Cllr Nimmo reported that the next year’s intake for primary school
will be accommodated in Howwood. He agrees that expanding the Christmas
decoration of Howwood and making the installation more ceremonial would
be good for village life. This will require further discussion as CC
business allows.
8. CORRESPONDENCE

8.1 Renfrewshire CCs Forum
The Forum is trying to identify the major issues across Renfrewshire.
CC agreed that our three main issues, as per the agenda, are: roads,
planning and village information.

3.1 Scottish Evening

Various acts are confirmed and the Hall is booked for 22.2.2003. Cllr
Nimmo, Supt Clark and the Minister have accepted invitations but the
Priest is unable to attend. Tickets are 75p. The doors open at 7.00
pm for a 7.30 pm start. The Hall will be open to set up from 6.30 pm.
Volunteers were sought for the evening.
3.2 Planning
Bill David, Brian Young, Andrew Wilson and Ken Macdonald.
Main Street site. Thank you to everyone who wrote to Renfrewshire Council
about this issue. The Council has turned down both tenders but the Planning
Department will give clearer guidance and tenders will reopen in the
spring. With regard to hot food takeaway, Planning has indicated that
permission is unlikely outside designated town and secondary centres.
Field between Kilnknowe and Beith Road cottages. Bryant Homes proposes
to develop this field and has sought a meeting with the CC to discuss
their ideas. Invite them to March CC meeting.
Beith Road south between George Street and the Manse. A third house
is being built. CC wishes to clarify that planning permission was sought
for this.
3.3 2003 Fête
David Bottomley, David McKie, Rosee Macdonald and Amish Amin.
Fete and Dance on 21.6.2003. Local businesses and organisations and
larger businesses in the surrounding area are being contacted seeking
input and local interest will be gauged. Plan A is to have a week’s
programme with the CC providing the advertising and the Fete and Dance;
other events put on by other groups and businesses. Plan B is to revert
to the Fete and Dance only. Bill David will check the booking of the
school and grounds.
3.4 Margaret Fraser
Commemoration
Norma David, Linda Smith and Brian Young.
The Howwood Playground Project has kindly offered to contribute from
their next fund-raiser. They will be asked not to advertise this aspect
of the event in line with the Fraser family request for a low key approach.
The working group agreed to check on progress with groups around Howwood
for the next CC.
4. ROADS:
David McKie complained that there is often no response from the Roads
Dept when he passes on village concerns about roads and pavements. The
school approach 20 mph signs are in place but some are obscured by trees
or other signs. Other issues raised were: flooding at the triangle again
as bad as ever; road surfaces for Elliston and Midton Roads; can the
right of way from Elliston Place to the Kirk and Dunallister to Bowfield
Road be upgraded to a formed path; water leakage and ice at the Elliston
/ Station Roads junction; the phasing of the traffic lights at Spateston
by the schools; overgrown paths from Howwood Inn to Mayfield and George
Street to Manse; beacons often blown away in Main Street. David agreed
to pass on these details. Cllr Nimmo wants to know the three top roads
issues. The first three on this list were agreed.
5. ENVIRONMENT:
Cllr Nimmo would like to know what Station Avenue residents think of
their view of the station as the Council is now thinking to plant in
the area. Andrew Wilson to gather information.
Howwood Wildlife
and Woodlands is having a fund-raising disco in the Hall on 15.2.2003.
Negotiations continue on the future of the garage wilderness; anyone
with suggestions for other conservation sites should contact the HWW
Committee. A day trip is being planned to Ailsa Craig; more details
will follow.
Village litter and
dog fouling are issues again. CC to ask Alex Hewetson for assistance
(eg skips, bags, gloves) to support a litter clearing weekend (maybe
5-6.4.2003) and for the Dog Warden to attend a CC meeting to discuss
fouling.
6. WEB SITE AND
COMMUNICATION:
The web site attracts more and more hits, but the bulletin board has
had a few negative comments. David McKie will remove anything offensive
and will keep count of the issues and sentiments raised for further
discussion at the next CC. More content will always be welcome. It was
pointed out that the CC minutes should go on line only after approval
at the next meeting.
7. COUNCILLOR’S
REPORT:
Cllr Nimmo reported that the Budget Committee meeting on 13.2.2003 will
consider two porta-cabin rooms for Howwood School.
8. CORRESPONDENCE

8.1 History of Howwood
John Anderson indicated that the History of Howwood idea is progressing
well but he plans to call a public meeting and may seek CC funding for
advertising and hall let to set up a constituted group to raise funds
for publication. CC to write agreeing in principle but indicating requirement
for formal request for financial support with details of amounts and
purposes.
8.2 Yellow Pages
consultation
The Yellow Pages plans to separate Glasgow-Lanarkshire-Renfrewshire-Inverclyde
from the rest of the current Glasgow South directory, removing Ayrshire
and everything further south. Agreed that CC respond North Ayrshire
is more useful than Lanarkshire from Howwood’s perspective.
9. AOCB:
9.1 Finances
The Hall and the village may benefit from some small “cafe”
style tables for social events in the Hall; CC to consider if this would
be an appropriate use of funds. Ken Macdonald to look into costs.
9.2 Library
No developments in terms of the Council library review planned for after
the election in May. Evening visits of the mobile library are still
desirable. The latest mobile library schedule to be obtained for the
next CC.
9.3 Crime Prevention
Panel
Robert and Christine Scarsbrook provided a written summary of the meeting
(available from Andrew Wilson). UV markers and personal alarms are available
at reduced rates through the Police; CC could consider buying some for
local pensioners, etc. There is a mobile CCTV system being piloted at
present which Howwood might try at some stage if there are difficulties
with crime in specific areas.

MINUTES OF PREVIOUS
MEETING:
The Minutes of the 11.02.2003 meeting were accepted (prop. Gordon Weir,
sec. Brian Young).
1. DOG WARDEN:
Michelle Knox (0141 8400 3106) is responsible across Renfrewshire for
stray and nuisance dogs (including excessive noise) and dog fouling.
Anyone who has problems with dogs may contact her in confidence and
she will approach dog owners anonymously. A Bill currently before the
Scottish Parliament will change the law so that dog owners may be fined
without corroborative evidence, but at present corroboration is required.
Michelle will spend time in Howwood as part of her regular rounds in
Renfrewshire, and the Community Police will co-ordinate with her at
times, so that offending dog owners can be charged. Currently it is
unlawful to allow dogs to foul footpaths and leisure areas (in effect
gardens, play parks and mown areas). Michelle will provide information
on dog-related issues, posters and dog-pooh bags. These will be available
at Storrie’s shop and the Post Office.
2. POLICE REPORT:
Figures for January: one motor vehicle theft, one breaking into a motor
vehicle and two road traffic offences; and February: four road traffic
offences. There has been a recent blitz on antisocial youth behaviour
involving alcohol in Lochwinnoch. Specific targeted action may be taken
in Howwood if problems arise and persist.
3. MATTERS ARISING
FROM MINUTES:
3.1 Library
The mobile libraries are both in use all day during the week, and Monday
to Thursday one is out each evening, so there are unlikely to be resources
to have an evening visit to Howwood. A recent survey of mobile library
users showed four people who use it in Howwood had no specific complaints
or concerns and felt that the service was good. As yet no others (who
may find the timings unsuitable) have been surveyed.
3.2 Hall tables
Ken Macdonald has yet to gather information on availability and costs
of small “cafe” style tables for social events in the Hall.
4. WORKING GROUPS:
4.1 Scottish Evening

Bill David thanked everyone involved and CC will write to thank those
others who participated. Forty-seven people attended and all enjoyed.
Only one complaint was received (that the drinks were too big!). In
particular the music as patrons arrived seemed to help create a pleasant,
welcoming atmosphere.
4.2 Planning

Main Street site. No news.
Field between Kilnknowe
and Beith Road cottages. Andrew Wilson met representatives of the developers.
They propose around 45 houses but the field is designated green belt
in the new Local Plan which is in its final consultation at present;
this means that planing permission is unlikely to be granted. The Developers
seem keen to gauge public opinion on development and will attend the
April CC meeting.
Bowfield Way decking.
Alastair Nimmo indicated that the applicant has six months to lodge
an appeal against the order to remove the decking; this time will expire
on about 5.5.2003. There is no news at present.
Fence on Dunallister
to Bowfield Road path. The Planning Dept has rejected an application
for a fence along this path on the Bowfield Rise house boundaries on
the basis that it would enclose the path too much with potential personal
safety implications. The CC welcomed this decision.
4.3 2003 Fête
21.6.03
David Bottomley, David McKie, Rosee Macdonald and Amish Amin.
Village groups and businesses, locals with business interests, and larger
businesses in the surrounding area have been contacted for support (eg
raffle prizes, donations, assistance in kind), but there has been little
response yet. Nine groups have agreed to hold stalls at the Fete so
far.
The programme will
be printed formally and include advertising support. A draft plan for
the week includes: Fri 13.6 Bingo at the School; Mon 16.6 Bowling; Tues
17.6 Quiz; Weds 18.6 Guides, etc. Gang Show; Thu 19.6 Darts and Dominoes
at Railway Inn; Fri 20.6 Sports and Hobbies Group Barbecue; Sat 21.6
Fete itself and Dance. Dance tickets will cost £5.00 per couple.
Bunting for the
central village was proposed, and CC agreed to consider request to purchase
this if the length required and estimated cost could be identified for
the next CC meeting.
4.4 Margaret Fraser
Commemoration
Norma David, Linda Smith and Brian Young.
Progress is being monitored, and the churches will be consulted again
about intimating to church-goers that donations are welcome.
5. ROADS:
David McKie has set up a system to monitor complaints about roads issues
which will help the CC and Howwood residents in general keep track of
what has been reported and action which results. The next stage will
be to prioritise concerns and put the list on the Hall notice board
and www.howwood.com.
Alastair Nimmo recommended
contacting the Roads Engineer for this part of Renfrewshire, Chris Lawrence,
with Roads issues in the hope that they may be addressed more speedily.
Alastair has also noticed the triangle flooding which continues as bad
as ever, and he will organise a meeting with the Roads Dept and David
McKie. Alastair will also pursue landscaping on the path from the Howwood
Inn to Mayfield. The path between Main and George Streets is privately
owned which limits what can be done with it by Renfrewshire Council.
6. ENVIRONMENT:
Andrew Wilson has still to complete gathering information from Station
Avenue residents about their preferences for planting along the platform.
This information should be passed to Alastair Nimmo. To discourage climbing
on the fence, some thorn bushes may be worth considering.
The Howwood litter
clearing weekend is planned for 5-6.4.2003; after discussion it was
agreed that there was time to arrange this. Nick Walker and Andrew Wilson
will discuss with David Bottomley and organise posters, fliers, contact
with local youth groups (Guides, and Sports & Hobbies) and negotiate
with Elaine McIntosh from Renfrewshire Council Environmental Services.
Elaine can provide skips, gloves, tabards and bags, and information
on health and safety issues for litter collectors. All volunteers will
be welcome to leaflet the village and to help collect litter on the
weekend.
7. WEB SITE AND
COMMUNICATION:
The web site receives about 1000 hits per month, and there have been
no inappropriate or offensive comments sent to the Bulletin Board. Scottish
Evening pictures are now on line. More content is always welcome. The
History of Howwood information would be good on line and Danny McAlister
suggested John Anderson as the main contact for this.
There is no further
information on a Howwood notice and information board.
8. MEMBERSHIP:
Having received a letter about his attendance, Danny McAlister indicated
his wish to remain a CC member but his work commitments at present seriously
affect his ability to attend meetings. There followed a long preliminary
discussion about membership and its responsibilities, and how the CC
manages this. The CC Constitution and Rules allow the CC to contact
members who miss three consecutive meetings (without apologies) or six
meetings in a year (irrespective of apologies), asking their intentions.
Thereafter non-attendance may lead to membership being forfeited. The
ruling aims to maintain a CC membership which is as active as possible,
so that we go on meeting our objectives in terms of consultation, community
involvement and so on. Two main views on this were: unless others are
keen to join the CC it need not be implemented because nothing is gained
by it and goodwill may be lost; or having agreed the constitutional
state, it should be applied evenly in all cases. It is acknowledged
that demands on people’s lives change and it will not always be
possible to devote time to CC activities despite remaining interested.
Even so, it is possible to have an interest in and help out the CC on
occasion or at a specific event, or to attend meetings, without being
a CC member, and some Howwood residents do just this. The CC might consider
allowing members a “sabbatical” period if they are unable
to participate for a period but wish to retain membership and plan to
resume a fuller commitment in due course; if so, how long a period would
be acceptable? and on what grounds?
It was generally
accepted that a full CC meeting should be consulted for each case (as
happens now), but how cases are dealt with is less clear. The issue
should be considered and will be discussed at the next CC meeting.
Meanwhile, there
is one vacancy on the CC.

10. CORRESPONDENCE

11. MIDTON ROAD
TRAFFIC & SPEEDING:
Alastair Nimmo, Jeanette Fraser, Iain Fraser and Norma Walker raised
this issue. Residents in Kilnknowe Cottages are concerned at increasing
traffic volume and speeds in Midton Road which appears increasingly
dangerous. Residents have asked Alastair to present a petition to Renfrewshire
Council. The CC shared concerns about traffic dangers especially as
the Howwood Playground Project proposes to relocate the children’s
play park nearer to the cottages on Midton Road. Graham Barclay and
Colette Pryde agreed to seek a traffic volume and speed survey to provide
evidence to support the case for action. A survey near the Midton -
Bowfield Roads junction in 2000 showed 959 vehicles in 48 hours with
an average speed of 31 mph; the range of speeds was not available, but
this is good information for comparison. Alastair plans to meet with
the Roads Department and the Police, with local residents and David
McKie (CC Roads Liaison). This issue will be discussed further at the
next CC meeting.
12. AOCB:
12.1 Howwood Playground Project
There have been changes on the HPP Committee and the Annual General
Meeting will be held in the Railway Inn (upstairs) at 8.00 pm on Thursday
27.3.2003. Andrew Wilson, Bill David and Brian Young all provide support
to the HPP Committee and they are making good progress on fund-raising
and grant applications. This will be a public meeting, and the CC is
encouraged to attend.

1. FIELD BETWEEN
KILNKNOWE & BEITH ROAD COTTAGES:
Andrew Fleming and Derek Lawson indicated that Bryant Homes has an option
to buy this field from the current owner, and over the next four or
five years they would hope to develop it into an estate of around 35
houses. The Company is keen to evaluate local situations before going
ahead with applications, and the field’s current green belt status
(which the final draft local plan currently proposes to retain) would
need to be overturned. Apparently planning permission for housing was
granted for the field in the 1970s but this has lapsed. At this stage,
no specific information is available about types or styles of houses,
but they expect road access to be from Midton Road, and typically they
build eight houses to the acre. They are keen to know the views of Howwood
residents on possible development and to find out if there are potential
planning gains for the village (ie could Bryant Homes assist the village
in any other way, as happened with the rebuilt railway station). The
Council has to identify land release for building on a five yearly basis
and has identified almost none in Howwood currently, so the Company
might have some basis to argue for the field to be released, but in
general the Council is not in favour of using greenbelt if other areas
are available.
Numerous residents
expressed concern about development. In particular, Beith Road and Kilnknowe
Cottage residents fear their views being disrupted and their privacy
being invaded, and Kilnknowe Cottage residents already have significant
traffic and parking problems which could worsen with development. There
were concerns about the possible impact on the natural environment,
and loss of the current recreational use of the field. Howwood has had
about 300 new houses in the past five years or so, effectively increasing
the village size by half, so no land development in the next five years
should be welcomed.
Possible areas of
planning gain might include roads, playgrounds and community woodlands;
however the Howwood Playground Project is well-advanced and unable to
wait until the potential development goes ahead; roads require constant
attention and are clearly Council responsibility; Howwood Wildlife and
Woodlands does not see immediate opportunity to benefit the local natural
environment through housing development. There was a feeling that any
development would be primarily commercially driven.
The past mining
around Howwood affects the field and large areas still subside from
time to time. Locals imagined that this would be a challenge for any
development, though apparently survey work suggests not. Obviously the
Company will check this further. The CC now waits for further word.
2. POLICE REPORT:
Sergeant George High was introduced. He has responsibility for Community
Policing in West Renfrewshire. Figures for March: one motor vehicle
theft, one theft by housebreaking. Linda Smith asked about the abandoned
car in Semple View Estate; it is a Council responsibility but the Police
will look into it. Graham Bartley has been on patrol with the Dog Warden
and will do so again. The Midton Road traffic survey was brief but indicated
sufficient speeding that the Police will develop an action plan to monitor
speeds in the area and target offenders. As spring arrives, people were
reminded to take care of garden equipment, sheds, etc. to guard against
opportunistic crime.
3. MATTERS ARISING FROM MINUTES:
3.1 Hall tables
Ken Macdonald has yet to gather information on availability and costs
of small “cafe” style tables for social events in the Hall.
3.2 Howwood Playground
Project
Mairead Boyle and Elaine Strang reported on the recent HPP AGM: a number
of financial applications have been lodged and so far they have about
£3000 in hand and £21 900 in agreed grants. Another two
large grants are expected in the next month or two.
Kilnknowe Cottage
residents have some concerns about the proposed playground however,
centring on youth behaviours including noise, vandalism and intimidation;
this does occur already but the new playground might bring it nearer
the cottages. Traffic and parking issues (already troublesome) may deteriorate
with an improved play area nearer to the cottages also. They wonder
if the current playground could be made safer and upgraded but the Council
cannot fence it robustly because it doubles as equipment access for
mowing the playing field, etc. meaning all fences must be removable.
Parking may be an issue and HPP is looking at traffic and parking issues,
lighting, CCTV cameras and policing as part of the project, but practicality
and expense limits what is possible. The second plan is to make the
current playground into a teens gathering area with seating and so forth
which may attract youths away from the new playground.
The CC agreed to
acknowledge the concerns of Kilnknowe residents but noted that apart
from parking the issues raised are current issues to which the new playground
may or may not contribute. Parking and traffic are significant issues
which the playground could well aggravate, but the Council is being
lobbied about this already (as per item 5 below). Security may benefit
from CCTV and increased policing, and the CC will consider how actively
this should be sought.

Pamandus. This house
in Bowfield Road was sold two months ago and an application is in for
two two-storey houses (three storeys at rear) to replace it. There were
concerns from neighbours and within the CC about the proposed houses
being out of keeping with the surrounding properties, intruding on neighbours’
privacy and their size obstructing sunlight. CC agreed to write to the
Council objecting to the development.
4.2 2003 Fête

Tickets and programmes should be ready for the May CC. The Guides event
will not now be Wednesday 18.6. Howwood Cheerleaders and Gleniffer Dog
Agility plan to attend the fete as demonstrations. Prices for bunting
are still not available.

Bill David agreed to check progress on donations with the School. Howwood
Playground Project plans to make a donation as does the Women’s
Rural. All donations are welcome.
5. ROADS:
CC representatives, Howwood Playground Project, Kilnknowe Cottage residents
and Alastair Nimmo met Roads and Housing Dept representatives on 4.4.2003
about Midton Road traffic. It remains unclear what the Council will
do about speeding which the Police acknowledge is a problem (as per
item 2 above). Traffic calming measures often cause ill feeling with
residents but Kilnknowe Cottage residents are keen to see some intervention.
Craig Crawford has been advised in the past to report speedsters (and
their car registration numbers) to the Police, as this information is
recorded and may be acted upon in some cases. Alastair may have more
information by the next CC.
Midton Road pavements
are causing concern. Hallside Street, New Avenue, etc. are to be resurfaced
soon.
6. ENVIRONMENT:
The litter clearing weekend (5-6.4.2003) went well, gathering two skipsful
with input from about 24 people including a number of Howwood Guides.
The Council’s contribution was invaluable. Beyard Services lent
a pick-up truck for collecting filled rubbish bags, and the CC is grateful
for their support also.
7. WEB SITE AND
COMMUNICATION:

8. MEMBERSHIP:
This item ran out of time due to specific Planning and Roads issues,
and was discussed briefly. It will be the main item on the agenda for
the May CC (unless any urgent issues arise).
Numerous views were
put forward, including: the ruling on attendance by CC members (three
consecutive missed meetings without apologies or six meetings in a year
whether or not apologies) should be applied uniformly with initial verbal
contact and secondly a standard letter (irrespective of vacancies on
the CC or people expressing interest in joining) in all cases but each
CC member’s situation should be judged on merit by the CC; add
a minimum voting proportion for such decisions; letter to invite representation
regarding poor attendance rather than “final warning” letter;
why change current practice since missing six meetings acts against
the informed decision to commit to CC participation implicit in standing
for the CC; missing six meetings is hard to understand if at all committed
to CC since CC members receive minutes each month whether in attendance
or not and meetings follow a regular schedule; if CC member unable to
attend for a period, he/she should inform CC as soon as realised so
that decision can be made before many meetings missed; circumstances
may prevent sending apologies; perhaps a sabbatical period would be
agreeable in certain cases decided pragmatically on an individual basis.

1. POLICE REPORT:
Crime figures for April: 3 thefts and 3 housebreakings/entering lockfast
premises. The thefts involved entry to unlocked properties. Residents
are reminded to lock garden sheds and houses, and to leave valuable
items out of sight.

Betty McArthur was co-opted onto the CC (prop. Nick Walker, sec. Grace
Weir), filling the one current vacancy.
Membership and attendance
were discussed again. It was agreed that the constitutional arrangements
as they exist are appropriate. Namely, three consecutive absences without
apology or six missed meetings in a twelve month period (whether or
not apologies tendered) raise concern, and empower the CC to act. Actions
include terminating a CC member’s CC membership. The meeting agreed
that such cases should be discussed at a CC meeting and an informal
contact then be made with the CC member inviting representation to the
CC. If attendance remains poor, formal written contact would follow,
and thereafter, a full CC meeting would decide to grant a “sabbatical,”
terminate membership or offer “honorary” membership, or
take any other appropriate decision. There was consensus on this interpretation.

directed to Cllr Nimmo and copied to the CC.
Planning Aid. Andrew
Wilson and Ken Macdonald had attended a workshop run by Planning Aid.
It gave helpful advice and information on the planning process and on
contesting applications. Planning Aid is a Charitable Company and it
was suggested that the CC become “Friends” of Planning Aid,
entitling us to advice and support. Subscription was approved.

the responsibility of other organisations in the village. Raffle prizes
are welcome; any offers to the Fete working group members. Dance and
raffle tickets are available for CC members and others to sell, and
from Fred’s shop. Some CC games for the Fete require restoration,
and up to £150 may be spent on this. Storage between fetes needs
to be improved. Suggestions welcome.
Makro has a special
on balloons and helium; it was agreed to buy two packages (ie c. 60
balloons and adequate gas) which should cost around £45.00.

The Women’s Rural has made a donation. Midton Bowling Club has

5. ROADS:
Midton Road. Gas and telephone work is ongoing in Midton Road but there
has been no word on how the Council intends to deal with the traffic
and speeding issues. Ian Hamilton (Renfrewshire Council Head of Roads)
has indicted that he will keep the CC updated.
The Linister Glen
road is to be resurfaced during May. The Bowfield and Midton Roads junction
causes ongoing concern and can be confusing for motorists. Elliston
Road and Elliston Place surfaces cause continuing concern also.
6. ENVIRONMENT:
Howwood Wildlife and Woodlands newsletter is being distributed through
early May, and there are guided walks on 14 May and 25 May. Watch out
for posters.
7. WEB SITE AND
COMMUNICATION:
www.howwood.com receives 2000-2500 hits per month, and the bulletin
board is being used more. The web site contains information on the fete
week, and should be the most up to date source of information. Kilbarchan
and Houston CCs have both been in touch seeking information as they
develop community web sites themselves.

It was agreed to continue membership of the Association of Scottish
Community Councils and the Scottish Rights of Way and Access Society.
Cllr Nimmo had forwarded letters about landscaping and planting around
the station which indicated the railways have done as much as they intend
to do. The Community of the Year awards entries are due in September,
and CC agreed we should enter again; the areas of interest for entry
are: environment, local business, young people, older people, community
life and the internet (which we won last year). Thoughts for the next
CC meeting please.

1. POLICE REPORT:
Crime figures for May: a busy month with 1 car theft, 1 cycle theft,
5 thefts by housebreaking, 2 road traffic offences and 1 assault with
intent (referring to the attempted armed hold-up at Fred Storrie’s
shop). There has been a lot of Police activity around Howwood in response
to this crime-wave and three people are in custody relating to the majority
of the crimes reported. Some residents have been worried by the increase
in criminal activity and PC Pryde indicated that she and PC Barclay
would be happy to visit concerned residents to provide reassurance,
etc.
2. MATTERS ARISING FROM MINUTES:
2.1 Membership
Evelyn Currie and Tom Currie have tendered their resignations from the
CC due to other commitments. The CC thanked them for their input over
a number of years.
3. CALOR SCOTTISH COMMUNITY
OF THE YEAR AWARDS:
The CC agreed that Howwood should enter these awards as comprehensively
as possible and noted that we won the community internet section in
2002 despite having less than one week to complete our entry. This year
a more studied entry will be possible and a working group was agreed
to coordinate the entry, taking account of various village organisations,
etc. which could contribute in the categories (environment, local business,
young people, older people, community life and the internet). The working
group comprises Andrew Wilson, Betty McArthur and Bill David.
4. WORKING GROUPS:

Bowfield Way decking. An
appeal has been entered, and the CC should have an opportunity to be
heard again. The time-scale is unclear. Another house in Bowfield Way
is now erecting a deck without planning permission and Renfrewshire
Council is looking into this.
Howwood Primary School. Planning
permission is sought for the two “portakabin” classrooms
which the CC had previously been informed were proposed to allow pupil
numbers to expand. The CC has no objection and welcomes appropriate
development of the school.
Renfrewshire Council’s
proposals for development on the Clyde between Renfrew and Braehead
are available for anyone interested in seeing what is proposed.
Local planning guidance.
The Royal Incorporation of Architects in Scotland Millennium Awards
offer villages with housing development potential to gain funding for
the creation of guidance for their area (including for example planning
gain ideas, restrictions on areas to develop or styles of development)
which may be ratified by Councils; if this happens, the development
plan would be taken into account whenever a planning application was
considered.
This has the potential to influence housing developments in distinct
areas such as Howwood, and the CC agreed that the Planning Working Group
should seek more information to inform a decision on whether the CC
should apply for the programme.
4.2 2003 Fête 21.6.03

The schedule has been distributed around the village. Raffle prizes
and as many volunteers as possible are needed to help with setting up,
running and dismantling the fete. Please also sell as many raffle tickets
as possible, especially at the week’s non-CC events; and sell
dance tickets.

Howwood Playground Project has donated to the fund.
5. ROADS:
There is no word yet on how speeding will be addressed in Midton Road,
and since the recent gas and telephone work there, flooding has been
a problem. There is also a large hole near the entrance to the play
park. The drains at the triangle have been sorted out again and so far
no further flooding has occurred. The Bowfield Road hairpin bend pavement
fencing is damaged and causing concern for safe use of both the road
and the pavement. Elliston Road and Elliston Place surfaces continue
to cause concern, as does the ongoing water leak at the Station / Elliston
Roads junction. All concerns to be raised with Renfrewshire Council
(and Scottish Water, as appropriate).
There is a community road
safety initiative which aims to involve local communities in developing
strategies to improve road safety. This may be of relevance to the speeding
problem in Midton Road. Other areas in central Howwood like Main Street
and Station Road may also benefit. Further information to be sought.
6. ENVIRONMENT:
Renfrewshire Council has agreed to consider options to address vandalism
around the Pavilion.
7. WEB SITE AND COMMUNICATION:
The web site remains busy. News of local communities organising broadband
access was raised in a letter from Jim Mitchell, and David McKie agreed
to look into this although it tends to be expensive.

The RCVS AGM was on 9.6.2003 and Betty McArthur reported that it had
been aimed primarily at Voluntary Organisations with information about
a meeting to inform about sources of funding which may be of value to
groups such as the Howwood Playground Project and the Sports & Hobbies
Group.
Late items of correspondence
included a letter from the Kirk requesting financial support for their
summer school holiday club. The CC has supported this in previous years
and a £150 donation was agreed. The Sports & Hobbies Group
wrote requesting financial support to cover their costs in putting on
the family barbecue during fete week. It had been agreed and made clear
previously that the CC would advertise the week’s events but would
only put on the fete itself and the dance. CC funding for other groups’
fund-raising activities was not agreed. The request was therefore declined.
10. AOCB:
There has been a complaint about “fly-tipping” on farm land
beyond Bowfield. CC members were asked to remain vigilant and report
any such activity.

Young people loitering
noisily and causing damage at the church during Guides and around the
play park have both caused concern recently. The Police have made rounds
at weekends which has been helpful and hopefully will continue. PC Barclay
will visit the Guides to assess the situation there.

Royal Incorporation of Architects in Scotland Millennium Awards entry
is in, seeking funds to support the development of a village design
statement for Howwood.
Bowfield Way decking.
Appeal was lost, so Renfrewshire Council is seeking removal of the decking.
Pamandus. The plans for this site were revised and resubmitted. After
discussion and review of the plans, CC decided to submit a further objection
on the following bases: the plans fail to give an adequate view of distances
and alignment between the proposed houses and their neighbours; the
proposed houses appear to impact on the neighbouring houses' amenities
by compromising privacy, blocking light and obscuring views; two proposed
houses on one property appear at odds with the density of surrounding
properties; new properties below Glen Aylmer and Hunthill were obliged
to be single storey facing Bowfield Road and allowing the proposed houses
to be two storey facing Bowfield Road is inconsistent; the likely increase
in traffic congestion on Bowfield Road with an impact on road safety.
Cllr Nimmo intends to seek a site visit to help clarify these and other
issues raised by neighbours.
A new house is planned
at Mid Gavin Farm. An extension is proposed at 21 Hillfoot Drive.
Renfrewshire Council’s
local plan. The collected objections and responses from the latest consultation
on the Local Plan reveal that several areas of Greenbelt (including
the field between Beith and Midton Roads) and Sites of Importance for
Nature Conservation around Howwood were challenged by developers. The
Council proposes not to alter their earlier proposals. The CC supports
the decision not to release further greenbelt land and not to remove
nature conservation status from land in the Howwood area.

4.2 2003 Fête

The Fete went well and the CC raised about £1400 overall. Fete
working group members felt that larger numbers on the group would be
necessary in future but that starting work on the fete in late winter
was beneficial. The date for next year’s fete has been set: 19.6.2004.

The garden is complete and those who have seen it are impressed. An
official opening and dedication has been proposed but arrangements are
not yet made. Linda Smith agreed to discuss this with the Fraser family

4.4 Calor Scottish
Community of the Year Awards

An application was completed over the summer and all six categories
(young people, older people, local business, community activities, environment,
internet) have been entered.
5. ROADS:
Speeding on Midton Road, through the village in general (Main Street
and Station Road) and towards Greenacres on Bowfield Road are causing
further concern especially in the evenings. Child and animal safety
are the major worries, but some of the roads affected are narrow and
winding. Various residents have contacted the Roads Dept at Renfrewshire
Council without effect. Speed cameras were suggested but their use is
limited to accident black spots. A speed survey may provide useful evidence
to present to the Council. PC Barclay agreed to discuss with the Traffic
Police. Cllr Nimmo will discuss with Roads Dept. Bill David had heard
of speed watch campaigns in England where residents can be supplied
with speed radar “guns” and training, and may report speedsters
to the Police for prosecution. This might be worth discussion with Supt
Dyer when he attends the CC.
Parking at the Post
Office blocking the bus stop is causing congestion and affects safety
of pedestrians. The Roads Dept is looking at how to address this problem.
The junction of
Bowfield and Hill Roads has poor visibility and is dangerous, especially
with car parking obstructions along lower Bowfield Road. Traffic lights
were suggested. Cllr Nimmo will raise this issue also.
Cllr Nimmo believes
that resurfacing of Elliston Road and Elliston Place will be included
in the programme of road works for the next year however budgets are
not yet complete following the elections in May. Traffic calming and
flooding / drainage work will also occur on Midton Road, but there is
no detail yet of what calming measures are proposed.
Incomplete works in Midton Road and elsewhere have caused concern over
the summer, where various repairs have gone ahead but the final resurfacing
is neglected. The works involved have been repairs by Scottish Water.
CC to write raising this concern and inviting their attendance.
The Community Road
Safety Initiative which aims to involve local communities in developing
strategies to improve road safety focuses on leaflets to raise the profile
of road safety issues and is of limited value to Howwood, but Cllr Nimmo
may have access to advisory road signs on safety through this scheme.
6. ENVIRONMENT:
Renfrewshire Council will deal with collapsed fencing in the park near
Main Street as it affects child safety. Howwood is about to be added
to the door to door garden waste collection scheme; leaflets should
be distributed soon. Lochwinnoch Gardening Club has organised home compost
bins through the Council’s Recycling officer. These are also available
to Howwood residents through Cllr Nimmo.
7. WEB SITE AND
COMMUNICATION:
In July there were 3160 hits on www.Howwood.com. Fete pictures are on
line. The campaign to establish broadband access in Howwood is ongoing.
Lochwinnoch has made little progress on a village notice board. Further
information and advice to be sought.
8. COUNCILLOR’S
REPORT:
School. New classrooms in place and repainting of school complete.
Carsewood House. This is to be demolished, probably before the end of
October. There is no decision on use of the land thereafter. It was
suggested that it might act as a turning and dropping off point for
school traffic to reduce congestion at Bowfield Road. A proposal could
be put to the Council through Cllr Nimmo.
Land between Howwood Inn and Mayfield. As this land has not been landscaped
as was agreed in the planning for Mayfield houses and ownership is in
doubt, the Council intends to put a compulsory purchase order on the
land to allow landscaping, etc.
Council houses in Howwood will be repainted, etc. over the next year,
and former council house residents may be offered the opportunity to
have the work completed for a fee.
9. CORRESPONDENCE
(as per list attached to agenda):
South Renfrewshire Access Network Initiative seeks representation from
the CC. Agreed to wait for next meeting when they will do a presentation;
thereafter an informed decision on involvement will be possible. The
CCs Forum AGM in on 22.9.2003. Representation is needed.
Late items of correspondence
included letters from the Brownies and the Guides seeking financial
support. CC agreed £150 to each group.
10. AOCB:
10.1 Howwood Playground Project
HPP has a fund-raising Race Night followed by disco at Midton Bowling
Club on 25.10.2003. All welcome. Tickets through Andrew Wilson or the
HPP Committee.
10.2 CC Accounts
Ken Macdonald presented the draft accounts for the financial year to
the end of August 2003. These will be completed and double- audited
for the AGM.

SOUTH RENFREWSHIRE
ACCESS NETWORK INITIATIVE
Prior to the AGM, Zul Bhatia, John Hannah and John Collie presented
the outline plan of SRANI, which proposes to seek funding to improve
access to the Semple Loch, Lochwinnoch RSPB land and the surrounding
area, particularly emphasising rail, cycle and pedestrian access. Howwood
residents felt that linking Howwood safely to the cycle track at St
Bryde’s Bridge and the Cartside right of way across Garthland
Bridge would be valuable. Information is available at the RSPB and comments
can be sent to Kate Cuthbert, Access Officer at Renfrewshire Council.

B CHAIRMAN’S
REVIEW OF THE YEAR
The year has been busy and much has been achieved. The Scottish Evening
for senior citizens, the Howwood Fete and the village cleanup weekend
were all well-received and successful. Several key issues have preoccupied
regular Community Council meetings, in particular roads, traffic and
speeding, and planning and development. David McKie takes the lead on
Roads issues for the CC, and the Planning Working Group which monitors
planning applications and brings contentious issues to the full CC for
discussion, is establishing good contacts with the relevant Council
officers and departments, and other sources of information and support.
The Renfrewshire CCs Forum has continued to meet, providing an opportunity
to share our experiences and concerns with other CCs.
The Howwood Playground
Project has made dramatic progress raising around £76 000 (towards
their £85 000 target) to redevelop recreational facilities for
young people in Howwood. Howwood’s village web site, www.howwood.com,
continues to develop and receives “visits” and comments
from all over the world.
The CC membership
is currently 19 (of a maximum 21): Betty McArthur and Amish Amin joined
the CC during the year and have already made a considerable contribution
to CC work. Evelyn Currie and Tom Currie resigned their membership after
a number of years’ commitment; our thanks go to them for their
input.
C SECRETARY’S
REPORT
The year has been active and participation has widened across the village,
and will continue to do so. A number of concerns have been brought to
the CC by village residents and this is welcome, since it is a primary
function of the CC to support villagers and to speak out on behalf of
Howwood to Renfrewshire Council and other organisations. New members
of the CC live in areas of Howwood not recently represented and this
broadening of input from across the village is also welcome.
Apart from the areas mentioned in the Chairman’s report, the Royal
Incorporation of Architects in Scotland has awarded the CC a grant to
support the development of a village design statement. Andrew Wilson
will lead this project which includes architectural and design support
through RIAS; it aims to gather views on development in terms of housing,
environment and other amenities through a comprehensive consultation
process. A formal Village Design Statement will result which we hope
will influence Renfrewshire Council when it considers applications to
build or develop areas in and around Howwood. Look out for information.
D TREASURER’S
REPORT
Audited accounts were presented for the year to 31.8.2003, and a summary
sheet was circulated. Copies are available from Ken Macdonald. Fund
raising income of almost £1500 was mainly from the Fete and fund
raising expenditure represented the costs of running the Fete and the
Scottish Evening. Howwood won the Community of the Year 2002 award for
web site design, which included a £500 prize to allow further
development of village information technology. As in previous years,
CC funds were used to put on events such as the Scottish Evening and
to support village groups such as the Guides and the Church Holiday
Club. The year’s surplus was £781.79, and the balance at
31.8.2003 was £6342.15. Ken Macdonald will lodge the accounts
with Renfrewshire Council.
E OFFICE BEARERS
& MEMBERSHIP
It was agreed that the CC business meeting would confirm Office Bearers.
As indicated in the Chairman’s report, the maximum membership
of the CC is 21, but there are currently 2 vacancies. Formal nominations
are requested, and should be with Andrew Wilson by 31.10.2003. Advertisements
will appear in the local paper and on the village web site as well as
by posters around the village. A decision on formal elections will be
made at the November CC meeting.
F OTHER BUSINESS
Traditionally Howwood CC has met ten times per year, with no meeting
in July or August. Nick Walker proposed that meetings be increased to
one every month in view of the amount of correspondence and work now
dealt with by the CC. Seconded, Ken Macdonald. Agreed by consensus.
G NEXT MEETING
The proposed date for the next Annual General Meeting is Tuesday 12
October 2004, but confirmation will be made nearer the time.

MINUTES OF PREVIOUS MEETING:
The Minutes of the 9.9.2003 meeting were accepted (prop. Robert Scarsbrook,

1. POLICE REPORT:
PC Tracey Knox-McLean introduced herself and gave the crime figures
for September: 3 crimes (all housebreakings) with one detection and
good evidence on a second which should lead to a detection. Vandalism
of fences at Kilnknowe Cottages and in the play park continue, but an
episodic Police presence which will continue, may help the situation.
Police attendance at the Guides has improved the disturbances caused
by youths gathering outside the church hall.
2. MEMBERSHIP AND OFFICE BEARERS:
The CC has two vacancies at present. The AGM called for nominations
to be with Andrew Wilson by 31.10.2003.
Bill David announced his intention to stand down as
Chairman, and Brian Young will likewise retire as vice-chairman. Nick
Walker was nominated to be vice-chairman and chairman designate (Nom.
Grace Weir, Sec. Norma David) and with no other nominations, he was
elected. He will take over as vice-chair with immediate effect and Bill
David will continue as Chairman for up to six months; at that time,
nominations for a replacement vice-chair will be sought. The CC thanked
Brian Young for his work as vice-chair. Becoming vice-chair, Nick Walker
resigned as Minute Secretary and nominations were sought. Robert Scarsbrook
was nominated (Nom. Norma David, Sec. Betty McArthur) and with no other
nominations, he was elected.
Ken Macdonald indicated a willingness to continue as
Treasurer and no other nominations were proposed. He will continue in
office.
Andrew Wilson indicated that he would be unable to attend
all meetings (or may attend late) due to an evening teaching commitment
which sometimes clashes with the CC, but he was willing to continue
as Correspondence Secretary, providing information through other office
bearers when unable to attend in person. This was acceptable to the
CC. No other nominations were proposed. He will continue in office.
3. WORKING GROUPS:
3.1 Planning
Bill David, Brian Young, Andrew Wilson and Ken Macdonald.
Bowfield Way decking. No progress with removal; CC to seek update from
Renfrewshire Council on time scale.
Pamandus. Cllr Green, Convenor of Renfrewshire Council’s
Planning Committee, and John Smart, Head of Planning, met CC representatives
to discuss this application and the concerns of local residents and
the CC. Their view is generally in favour of the revised plans but they
are aware of a range of issues which will be considered at the Planning
Committee meeting on 21.10.2003. Planning Aid advised writing again
in time for the Committee meeting to reinforce concerns. Cllr Nimmo
is believed to be continuing to object also.
Main Street site adjacent to Railway Inn. This has been
sold to Alan Gillespie. Renfrewshire Council is unable to give any further
information, but guidance with the advertisement for the sale indicated
that shops and flats would be considered appropriate. Rumours suggest
that this is likely. Any development will have to go before the Planning
Committee and will be discussed by the CC at that time.
Renfrewshire Council’s local plan. CC wrote to
support Renfrewshire Council’s decision not to release further
greenbelt land and not to remove nature conservation status from land
in the Howwood area. There will be a formal hearing on this stage of
the consultation in December.
Town Centre strategy consultation. This document requires
a response. Anyone interested should contact Andrew Wilson before 27.10.2003.
3.2 Margaret Fraser Commemoration
Norma David, Linda Smith and Brian Young.
Linda Smith has spoken to the Fraser family but they have not yet decided
what type of dedication and opening they would consider appropriate
for the garden.
3.3 Calor Scottish Community of the Year Awards
Andrew Wilson, Betty McArthur and Bill David.
No news yet.
4. ROADS:
Speeding on Bowfield Road (both within and outwith the 30 mph area)
have been surveyed by the Police’s Traffic Management Dept. Their
findings suggest that there is no actual speeding but there may be a
perception of excessive speed reflecting road conditions and hazards.
Concerns along Midton Road continue too. There are also problems with
car parking on Bowfield Road pavements blocking pedestrian access with
prams, etc. In view of these ongoing issues, it was suggested that the
Roads Dept of Renfrewshire Council and the Traffic Management Dept of
Strathclyde Police be invited to attend the CC to discuss further.
5. ENVIRONMENT:
Garden waste collection “brown bins.” Torbracken and Mayfield
have these, but collections do not occur during the winter (November
to February inclusive). CC to check when the remainder of Howwood will
be included in this scheme.
Litter and dog fouling were raised as concerns again.
CC to check when changes to the law on dog fouling come into effect.
The CC was reminded that Renfrewshire Council’s Dog Warden, Michelle
Knox, is able to be contacted at Council HQ (0141 840 3106). On litter,
the CC was asked to consider ways of involving the village in improving
behaviour of all residents, perhaps including the school. Millar Leon
agreed to gather information on available resources such as Keep Scotland
Tidy and similar campaigns. Ideas to next CC meeting.
6. CHRISTMAS DECORATION / CEREMONY:
There were varied opinions on the village Christmas tree ranging from
not having one at all to making a ceremony of its installation and decoration.
Thoughts and ideas for the next CC meeting.
7. WEB SITE AND COMMUNICATION:
Some information about notice boards has arrived and Andrew Wilson will
seek further details on costs, etc. Please consider location, style,
etc. for the next CC.
8. COUNCILLOR’S REPORT:

9. CORRESPONDENCE (as per list attached to agenda):
Scottish Water has not responded to the CC’s letters but a public
meeting of the Customer Panel is scheduled for 7.30 pm on Tuesday 4.11.2003
at the Glynhill Hotel, Renfrew. As many CC members and others as possible
should attend please; we have had concerns about Scottish Water’s
tendency not to complete road works and about water quality in some
parts of the village.
The Advice Works (Debt, etc. information and support)
agency of Renfrewshire Council wishes to attend the CC to advertise
their activities. CC agreed to invite them for early 2004.
Ardrossan CC has written to seek support for a demonstration
at the Scottish Parliament on antisocial behaviour. CC interested to
know more but without details, no opinion could be formed.
10. AOCB:
10.1 Village Design Statement

10.3 Crime Prevention Board
Christine Scarsbrook has attended the Crime Prevention Board on the
CC’s behalf for a year and has found it of little relevance to
Howwood. She suggests no longer attending as the CC has excellent input
from the Community Police already. CC agreed.
10.4 South Renfrewshire Access Network Initiative

WEB SITE & VILLAGE INFORMATION
q Broadband Internet Access
· It is understood that BT have no plans to upgrade the Kilbarchan
telephone exchange, to enable broadband Internet access, in the near
future.
· Graeme Brown of Broadband CLAN gave a short presentation on
wireless broadband via satellite. This group led the installation of
wireless broadband within the Lochwinnoch community.
· This system operates at 4 times the speed of BT broadband and
approx. 40 times the speed of a normal dial up modem.
· There would be a cost to the consumer of approx. £100
to £200 for the purchase of appropriate equipment on top of the
monthly subscription rate. The Business Broadband Incentive can provide
grants to businesses to assist in the costs of providing appropriate
antennae and it is estimated that a take on rate of approx. 15 businesses
and 25 residential properties would pay for the infrastructure costs.
· Graeme stated in his presentation that his group could provide
a consultancy service to the community to assist in the setting up of
an Internet service.
· More information on this subject can be accessed via the Howwood.com
website.
· The support of the community would be essential for this project
to work and the Community Council require to ascertain the level of
interest within the village – David McKie will lead this initiative
on behalf of HCC.
q Village Notice Board
· Styles and prices have now been obtained – Approx. £825
to £860 plus installation.
· Consensus to have a double size notice board sited outside
the Village Hall where Renfrewshire Council could then be approached
to take on the matter of installation and maintenance.
· The content of the notice board and the matter of custodianship
are to be further discussed at the next meeting.
ENVIRONMENT

CHRISTMAS DECORATION / CEREMONY
There were only three responses from the village regarding this issue.
Two responses were in favour of continuing to have a tree provided and
one response was in the negative.
· HCC will take no active measures to stop a tree being provided.
· HCC will contact Renfrewshire Council with a proposal to have
the tree sited on the roof over the door of the Village Hall, perhaps
also supplied with smaller decorative lights, in an effort to thwart
any possible vandalism.
· If a tree is not to be provided this year, HCC will investigate
the possibility of decorative lights being provided and positioned around
the roofline of the Village Hall instead.

q Bowfield Road Pavement
· HCC has been requested to contact Renfrewshire Council regarding
the repair and general cleaning of the pavement.
· David McKie will take this forward.
q Former Beith Road @ Elliston Grill
· A “Private Road” sign has now appeared at this
site.
· Questions are now being raised as to whether this is, in fact,
a private road or not.
· David McKie to pursue with Renfrewshire Council.

· This sign has appeared on the road out of the village towards
Johnstone.
· Questions have been raised as to the authenticity of this sign
and David McKie will raise the matter with Renfrewshire Council.

q Community of the Year Awards

q Village Design Plan for Howwood
· Andrew Wilson Leads this working group and attended a seminar
regarding the aims of the Plan.
· There will be difficulties in drawing up an appropriate questionnaire
due to the complexities of issues for inclusion.
· The next step is to arrange an evening for all the village
organisations in order to ascertain their views and expectations followed
by meetings with the various businesses in the village.
· It is at this stage that a questionnaire will be attempted
and the views and expectations of the local residents surveyed.
· These activities will be ongoing through January/February 2004.

· Pamandus – Despite various objections having been raised,
this planning application has now been passed. HCC received thanks from
residents nearby the development for its efforts on their behalf.

· Proposal handed to HCC providing an outline for selective improvements.

There are still two vacancies to be filled on the committee but no nominations
have been forthcoming to date.
· It was agreed that the nomination period would be extended
until the January 2004 meeting.
· Notices will be displayed in the village, in local papers and
on the Howwood.com website.
WATER
There was recently a meeting held by the Water Customer Consultation
Panel which is an independent body who advocates on behalf of consumers.
· Rosee Macdonald, Ken Macdonald and Nick Walker were the HCC
representatives at this meeting
· Issues discussed ranged over a variety of things such as: slow
repair of leaks; the poor state of completion of road works; not replying
to letters; etc.
· A liaison officer has agreed to meet with HCC during the January
2004 meeting.
